2012 Winter Membership Minutes Feb. 25, 2012 Mountain Home, ID - Hosted by Elmore & Gooding Counties SAR
Commander Jim Gay called meeting to order at 10:00am. Invocation was given by Bruce Perkins Pledge of Allegiance was led by Brian Lenz (Fremont) Roll call Commander, Jim Gay Present 1st Vice, Brian Lenz Present 2nd Vice, Mitch Henson Present Treasurer/ Quartermaster, Steve Clinkscales Present Communications, Burt Bates Present Secretary, Dawn Lenz Present Roll call of Counties showed 10 units being represented. Bannock, Idaho Mountain (Boise), Clearwater, Elmore, Fremont, Gooding, Salmon(Lemhi), Lincoln, Mini-Cassia, Washington. Guests: Snake River Search (out of Bonneville Co) Past State Commanders present: Rick Pruett, Dale Crowther Moment of silence was held for deceased and/or seriously ill members: Rick Pruett’s mother and father who’ve passed away, Burt’s mom passed & Brett Mackert’s father is in the hospital, Teton Co. canine handler Ray Shriber passed away. Sheriff Rick Later (Elmore) & Sheriff Kevin Ellis (Lincoln)are in attendance Hosting unit remarks – Sheriff Later welcomed those who made it and thanked everyone for their service OFFICERS REPORTS: Commander Jim Gay- attended the past couple of Sheriff’s Association meetings and been in contact with Wes Collins. Trying to set up the summer convention 1st Vice, Brian Lenz- spoke on electronic billing and a new update to the previous version, see him for details 2nd Vice, Mitch Henson – has some new photos to add to the scrapbook, possibility of converting the scrapbook to digital format and making it accessible through the web, more available to the public Quartermaster/Treasurer, Steve Clinkscales- As of Feb 17, North Zone $3,511.11, West Zone: $3,573; East Zone $1,596 Total:$8,496.11 General fund: 2,469 bringing the Total:10,966.05 Secretary, Dawn Lenz- please get the dues paid to Steve and membership cards will be finished up within the month Communications, Burt Bates- renewal of statewide radio band will be due by January, will be wanting feedback. UNIT REPORTS: Bannock, Steve Clinkscales- no report Idaho Mountain, Jim Jorgensen- 24 callouts, 12 missions, wood cutters, backpackers, skiers and lots of training Clearwater, Fred Allen- 16 searches and callouts and helping other counties, includes dive teams and dog search teams and assist Idaho Dept of Corrections. Elmore, David Kinney- 1 search for an overdue couple who were stuck in a snowbank Fremont, Brian Lenz – ATV search, snowmobile searches, hunters who were stuck for a couple of days, Ashton Dog Derby communications, and St. Anthony Easter Egg Hunt. Gooding, Tony Funk – no callouts, mass casualty training for interagency interaction explosion in grain storage facility Salmon, Rick Pruett –3 rollovers, 2 slide offs and 1 in the river, 1 snowmobiler and a horseback rider Lincoln, Jim Gay- 3 callouts 2 searches Mini Cassia, Dale Crowther - no report Washington, Tony Booth- no searches Snake River Search, - assisting other counties COMMITTEE REPORTS Discussed decrease number of searches due to advances in GPS and different type of searches Bylaws- Jerry couldn’t be here, however she sent in a proposed bylaw change which was printed off and distributed around the membership for discussion. Proposed vote will upon this issue at the summer convention. Web page, Dawn Lenz – will be updating resources page soon along with Jim’s new email address. Sheriff’s Association– no report as Sheriff Collins couldn’t be here Legislature- discussed possible legislative changes to current fuel tax formula going toward search & rescue. Search Reimbursements – statistics are very important, please fill out your reimbursement forms. For electronic form information, contact Brian Lenz. Scrapbook–Mitch Henson brought pictures. Smokey will need to turn scrapbooks over to Mitch. Discussed making scrapbook available electronically. Jr. Membership, Brian Lenz– Successful program in Fremont County for members age 16-21. Encourage your county to begin a junior program. ISSAR Raffle committee, Rick Pruett- Rick will be putting together some raffle items and selling tickets beginning at the summer convention.. This raffle is to help supplement ISSAR funds. If anyone has anything to donate or would like to help, please contact Rick. Unfinished Business: Workman’s comp, Jim Gay- make sure you’ve checked in with the sheriff’s departments for all related searches and training s 501c3 Status- no report Zone Training, District Reps - nothing at this time Everett Bogart Award: Jim spoke of how helpful Everett Bogart was, and if you have someone in your unit how goes above and beyond, get your nominations in asap. Minutes were approved. New Business: Radio Frequencies, Burt Bates – please send your list of county frequencies to Burt. We have to switch to a narrow band by January 1, 2013 which requires a change in the license. Fines are $10,000 for each infraction. We have two options: $200 changes our frequency to narrow band, but it would be a shared frequency or Burt would advise spending $600 to get our own frequency. Licenses are good for 10 years. Motion was made to apply for our own frequency, seconded, carried. Membership Dues increase, dues are currently $2.50 and have been for numerous years. Proposal to increase dues to $5.00 to cover expenses. This would not take effect this year, but will go into effect for next year. Motioned, seconded, and passed. Dave Kinney, Elmore County, brought up for discussion different applications of how unit members are called out.
