2012 Fall Trailride Minutes

Commander Jim Gay called meeting to order.

Roll call of Counties showed 10 units being represented. Bonneville, Clearwater, Franklin, Fremont, Gooding, Salmon/Lemhi, Lincoln, Madison, Mini-Cassia, Power

 

Past State Commanders present: Rick Pruett, Cole Colvin, JD Drury, Brett Mackert, Gordon Wothe, Dale Crowther

Moment of silence was held for deceased and/or seriously ill members & military : Pete Williams, recently hospitalized again

Hosting unit remarks – Rick Pruett thanked everyone for attending the meet, even though we had to change the campout location due to the number of fires in the area. Jim thanked Salmon County for their hospitality even through the evacuations and smoky circumstances.

 

OFFICERS REPORTS:

Commander Jim Gay- fielding several questions on search reimbursements

1st Vice, Rick Miller- this is his first meeting, glad to be part of the organization.

2nd Vice, Mitch Henson – received the scrapbook yesterday and going to update the last 4 Commanders (Pete, Brett, Rick, Jim) and scan it for electronic copy. Send him any pictures if  you would like them to be included.

Quartermaster/Treasurer, Steve Clinkscales- excused due to severe asthma/ Lemhi Co fires producing poor air conditions

Secretary, Dawn Lenz – missed the last meeting, hope you liked the new membership cards appearance.

Communications, Burt Bates- Working on making changes to new communications license

 

UNIT REPORTS:               

Bonneville,   – 15 total call-outs, 3 motorcycle, snowmobile, 2 atv, 2 water, 8 hiking. 900 man hours, 1900 training

Clearwater, - 5 call-outs, firefighter training, drowning and recovery at Dworshak Dam

Franklin, JD Drury – no report

Fremont, Connor Lenz – 5 searches since June (3 river/2 reservoir). Fundraisers, provided medical coverage for a 2 day ATV rally and a 3 day/night Grand Teton Relay marathon event, upcoming demolition derby in 2 weeks

Gooding, Tony Funk – 1 call-out, resolved quickly

Salmon, Rick Pruett – several extrication call-outs, motorcycle crashes/fatality, an individual personal locator device. Luau fundraiser.

Lincoln, Jim Gay- several unknown injury call-outs, asst Sheriff’s office/security, County parade & fair

Mini Cassia,   - boat regatta, numerous extrications

Power, Ron Stillwell – 8 searches this year. Assisted Bonneville Co with water rescue. Annual Salmon BBQ fundraiser served ~1600 people. Pete Williams fundraiser. We have divers and/or mobile trailer available if assistance is needed

 

COMMITTEE REPORTS

Bylaws- JD read a proposed amendment to the bylaws from Jerry Colvin, in response to whether Past State Commanders should have a special designation and/or vote toward association issues/elections.  As lifetime members, PSC’s are still a valuable part of ISSAR, but may not stay active within their counties SAR units. This is the 3rd meeting this issue has been brought forward for discussion. A vote was held and carried. JD will get a copy of the Bylaw revisal to Jim and Dawn to post.

Also, another bylaw change brought up for the third time for discussion before vote was increasing the membership dues from $2.50 to $5.00. Gordon Wothe made the motion to increase the dues but keep the proportional division the same to it’s current allotment.  Motion carried. New due fees will begin in the new year of 2013.

Scrapbooks , Mitch Henson–Mitch is going to work on updating the past 4 state commanders and then get it scanned to make an electronic copy more readily available. Marie wants to contact Norma Charles to see if some of the other 3-4 scrapbooks are still available.

 

Jr. Membership, Brett Mackert– Can’t say enough good things about getting a junior membership program going, encourage your county to start one. If you’re interested, contact Fremont Co. about getting a copy of Junior Bylaws.

 

Search Reimbursements, Jim Gay– statistics are very important, please file your reimbursement forms to keep the statewide funding available. Forms are easily available on the ISSAR website as well as the Sheriff’s Association website. In addition, electronic forms really make the process easy. For electronic form information, contact Brian Lenz.

Brett Mackert also encourages the units to please submit those forms so the state doesn’t do away with funding. He also added that “snowmobile” searches need to be submitted by the end of May, to avoid the summer delay. Snowmobile specific searches are funded separately and can take longer if submitted after May.

Everett Bogart Award: JD Drury and the Bogart Committee present this year’s award to Brett Mackert (Fremont Co).

 

Audit, Marie Wothe – Since Steve couldn’t be here, Marie made a motion to table the audit. Carried.

New Business:

Tom Taylor spoke out against “Light Squared” technology. This 4G enabled application allows private company’s interference with GPS. Lobbyists have been to Washington to speak against this technology. Educate yourselves and write your senators today.

 

Future Meetings:

2013 ISSAR Winter Membership Meet—Fremont County is putting together an outdoor winter conditions survival meet where you’re encouraged to spend the night in the snow. Lodging will be available for those who opt for it. Snowmobiles encouraged, though a snowcat will be provided for transportation in and out of the area.
