2011 Winter Membership Minutes Feb. 5, 2011 St. Anthony, ID - Hosted by Fremont County SAR
Commander Rick Pruett called meeting to order. Invocation was given by Jerah Martindale (Fremont) Pledge of Allegiance was led by Ron Stillwell (Power).

Roll call of Counties showed 13 units being represented. Bannock, Idaho Mountain, Bonneville, Butte, Clearwater, Franklin, Fremont, Gooding, Idaho, Salmon/Lemhi, Lincoln, Madison, Power,
Past State Commanders present: JD Drury, Brett Mackert Special Guests: Wes Collins and Kurt Hillman, chief deputy of Fremont Co. Kurt Hillman spoke on behalf of the Sheriff, who is out of town. He gave a moving speech, thanking search & rescue for the service they provide. Moment of silence was held for deceased and/or seriously ill members: Dwayne Stolley, son of Don & Edith passed away in Nov. Hosting unit remarks – Brett Mackert thanked everyone for coming to the meet & hope you enjoyed the training provided.
OFFICERS REPORTS: Commander Rick Pruett- Rick attended the Sheriff’s Association meeting in Boise for 2 days; has also been in contact with Rick Miller about summer convention. He has also been putting together a fund raising raffle for ISSAR. 1st Vice, Jim Gay- attended December’s Sheriff’s Association meeting, 2nd Vice, Smokey Gould – scrapbook is up to date except for Mr. Mackert, worked with our unit toward setting up this winter meet. Really appreciated the training today, and all the efforts that the unit put into it. Communications, Burt Bates- Assembling a comprehensive list of radio frequencies; assembling information on renewing licenses. Quartermaster/Treasurer, Steve Clinkscales- As of Feb 2nd, Total Training Fund = $7,303.11 General Fund =$1,677.81 Total =$8,980.92 Only about half of the units have paid for their dues this year. Secretary, Brian Lenz- membership cards are done for all units that have turned in fees & rosters at this time. Units have until the end of February to complete this if they wish to receive their membership cards.
UNIT REPORTS: Bannock, Steve Clinkscales- 0 report Idaho Mountain, -this has been a slow time, 1 call out Bonneville, – 10 incidents, Nov – Jan 6 call outs, no fatalities Butte, - 3 call outs in the last few months, minor searches Clearwater, several call outs & searches, assisted Idaho County in Seven Devils area without finding subject to this date, Franklin, JD Drury - 0 report Fremont, Eric Thomas – 2 searches for lost snowmobiles, 1 assist , 4 lost hunters, 1 injured fisherman, 1 lost mule, 2 roadblocks for ITD, 1 rescue for stuck individual , annual Demo derby fundraiser, expanded new building, birthday party for founding member, Arctic Cat donated 2 sleds for use, Gooding, Tony Funk – 0 call outs Idaho, 0 report Salmon, Rick Pruett – 2 lost hunters in stormy peak area, both located that day, Alzheimer patient search, packaged up an injured hunter, possible down airplane, lost person, snowmobile search, 7 extrication calls Lincoln, Jim Gay- several accidents, extrications, 2 runaways, lost & stuck motorist, hosted CPR & AED class Madison, - 6 searches, 2 fatalities, hunter shot in October, and Christmas Eve search for 2 lost hunters Power, Ron Stillwell - Cub Scout outing stranded in storm, monthly GPS trainings, rescue dog training, new sonar unit for boats, trainings are set up the first Wed of each month. Salmon BBQ is coming up on July 9th with a horseshoe tournament, readying for the upcoming Fall Trailride

Sheriff’s Association, Sheriff Wes Collins – EMS legislation has been postponed for now.
Search Reimbursement, Sheriff Wes Collins – money comes into this account from fuel tax, fish & game fines, RV fines, goes into 4 sub-accounts. First, “General search reimbursement”, each event can be reimbursed for up to $4,000, anything over that qualifies as “Catastrophic fund”. When that account builds up to over $25,000, it spills over into the “Equipment Fund”, where search & rescue units can apply for equipment through Wes, with invoice or cost sheet, this account 35% match, limit of $2,000/year. Once this account reaches $15,000 it spills over into a “Training fund” account, which facilitates training. Once Training fund reaches $25,000 it spills into catastrophic fund. Snowmobile search & rescue fund comes from out of state user fees and snowmobile registration. Request a paragraph of what the search was about. They get together at the end of the year and discuss “Snowmobile specific searches”. That fund maxs out at $30,000 at the end of the year and anything left gets split between the training fund or snowmobile grooming with parks and rec. Make sure to fill out the forms for all allowable costs, but also fill out the back page with cost that were not allowed because those can be reviewed at the end of the year to see what allowances need to be made.

Legislature, Rod Knopp – Update on 2009 bill regarding fuel tax money being taken away from search funds, but this past Tuesday, acknowledged that this would be reversed. Rod believes that the EMS legislation is being revised but will be back for deliberation. Rod went to a town hall meeting in Fruitland, ski patrol & attorney concerned of search & rescue considered same as ski patrol, practicing medicine without a license, Senate bill 1021, exclusions for the practice of medicine without a license. “A person rendering aid in an emergency where no fee for the service is contemplated charged or received”. “This exception shall specifically include those individuals trained in and holding the Outdoor Emergency Care (OEC) credential as issued by the National Ski Patrol, when rendering aid in accordance with the standards of training of such credential, where no fee for the service is contemplated, charged, or received.” We’re unsure of how this law is meant to affect our organization, as well as the unintended consequences. Hopefully the Sheriff’s Association will stay on top of this.

501c3 Status- no report
Zone Training - Deloy Braswell approved a request from Fremont County for Zone Funds; approved by the Board, with Fremont members abstaining from the vote.
Everett Bogart Award: We changed the rules to keep applications on file, instead of eliminating them after three years. The board consists of the past 6 recipients of the award. If you have nominations, get them turned in by end of Feb. Forms are available on the website.
New Business:
ISSAR Raffle – 600 tickets will be offered for sale at $5 /each; strictly for ISSAR members and their families. These funds will put $3,000 back into our accounts. We encourage all your units to purchase. Fremont Rescue purchased $500 in tickets & Brett wants to challenge other units to step up and purchase tickets. This is to support ISSAR.
Future Meetings: 2011 National Spring Meeting- March 26, Beaver, UT. ATV Trailride, pistol shoot, 2011 ISSAR Summer Convention, June weekend -Hosted by Clearwater Co. 2011 National Convention June 24-26 - Hosted by Fremont Co. 2011 ISSAR Fall Trailride – Labor Day weekend. Power Co. Check the ISSAR webpage for details on these meetings as they become available.
