2011 Fall Trailride Minutes Sep. 4, 2011 American Falls, ID - Hosted by Power County SAR
Commander Jim Gay called meeting to order at 9:10am. Invocation was given by Archie Archibeck Pledge of Allegiance was led by Ron Stillwell (Power)
Roll call Commander, Jim Gay Present 1st Vice, Brian Lenz Present 2nd Vice, Mitch Henson Present Treasurer/ Quartermaster, Steve Clinkscales Present Communications, Burt Bates Present Secretary, Dawn Lenz Present
Roll call of Counties showed 12 units being represented. Bannock, Bear Lake, Bonneville, Franklin, Fremont, Gooding, Salmon/Lemhi, Lincoln, Madison, Mini-Cassia, Power, Washington
Past State Commanders present: Rick Pruett, Cole Colvin, JD Drury, Brett Mackert, Gordon Wothe, Dale Crowther, Walt Charles, Pete Williams Moment of silence was held for deceased and/or seriously ill members: Tim Harris (Gooding) was killed in car wreck and Burt Bates mother, John Garnet (Montana), Eric Thomas (Fremont), who’ve been ill. Hosting unit remarks – Ron Stillwell thanked everyone for coming to the meet & thanks to Power County members for their efforts.
OFFICERS REPORTS: Commander Jim Gay- Jim has been trying to reach Wes Collins (Sherriff’s Association) however, he is on vacation. 1st Vice, Brian Lenz- 2nd Vice, Mitch Henson – will work on scrapbook Quartermaster/Treasurer, Steve Clinkscales- Total Training Fund = $7,429.11 General Fund =$2,135.95 Total =$9,565.08 But still needs to pay some groups for hosting events Communications, Burt Bates- Currently has collected 11 units radio frequencies, still trying to acquire more. By Jan 2013, we will have to change FCC license from wide band to narrow band. Burt will have an estimate of what this will cost by the next meeting. Most older radios will not be capable of new regulations. FCC will assess fines for using old equipment.
UNIT REPORTS: Bannock, Steve Clinkscales- were out on a search last night Bear Lake, Reid Stewart – pretty quiet, campgrounds & fairgrounds Bonneville, – Bonneville County SAR is going through a transition. A letter from Sheriff Paul J Wilde was read. Franklin, JD Drury – stranded river rafters, ATV accidents, campground patrols, Preston Rodeo/carnival/fair Fremont, Brett Mackert – boat over low-head dam who’s owner who didn’t report it but debris caused worry & report , month-long search for a Coffee Pot Rapid canoer, demolition derby coming up on Sep 17. Gooding, Tony Funk – rafting accident, asst Jerome Co., Tim Harris passed away, garbage pick-up at county fair Fun-Drive Salmon, Rick Pruett – Memorial Day drowning, body drifted 120 miles downriver; wood cutter rollover; extrications Lincoln, Jim Gay- lots of possible extrication call outs, asst. Jerome County resident runaway-found a couple of days later Madison, Katrina Willey – assist with flooding, capsized canoe in flood, back-country welfare check, ATV accident, assist Clark Co. Mini Cassia, - provided triathlon security, boat races were canceled due to flooding, former member was killed in a rollover/butane accident Power, Ron Stillwell – Annual Salmon BBQ fundraiser served ~650 people, Annual POW-MIA Breakfast fundraiser, Washington, Tony Booth- recovered a couple of small boats, boat training for members
COMMITTEE REPORTS Bylaws- JD read a proposed amendment to the bylaws from Jerry Colvin, in response to a lack of a quorum at the Orofino Summer Meet. Section B of Article 10: “A quorum shall be a majority of the official members present and voting at the membership meetings.” Membership approved unanimously this amendment.
Also, Jim has had several people ask as to whether Past State Commanders should have a special designation and/or vote toward association issues/elections. As lifetime members, PSC’s are still a valuable part of ISSAR, but may not stay active within their counties SAR units. Discussion was held. JD will explore some options/possibilities and report back at the next meeting.
Web page, Dawn Lenz – will work on converting the Membership Roster (rich text file) to a Word file.
ISSAR Association mailing address – Mailings have been sent to Brent Lewis’s address in Paris, ID for years, but we need to update this to one which is more accessible. This issue was tabled while Brett Mackert made some inquiries.
Sheriff’s Association– no report
Search Reimbursements – statistics are very important, please fill out your reimbursement forms. For electronic form information, contact Brian Lenz.
Scrapbooks , Marie Wothe–Smokey will need to turn scrapbooks over to Mitch. JD Drury and Brett Mackert photos still needed.
Jr. Membership, Brian Lenz & Brett Mackert– Successful program in Fremont County, encourage your county to begin a junior program. If you’re interested, contact Brian about getting a copy of Junior Bylaws.
Unfinished Business: 501c3 Status- no report
Zone Training, District Reps - nothing at this time
Everett Bogart Award: JD Drury and the Bogart Committee present this year’s award to Ron Stillwell (Power Co).
New Business: New memberships: Washington County submitted an application for ISSAR membership; voted upon and approved. Idaho Search & Rescue Dogs Inc. (in affiliation with Power County SAR) voted upon and approved.
ISSAR Association mailing address – Brett Mackert reported back, that the address change could easily be adjusted to each term’s Vice Commander (who is in charge of membership) by filing an amendment with the secretary of state. Gordon Wothe is already submitting the electoral changes by Aug 15th of each year. Filing fee may run approx $6. Motion was made to amend the mailing address to represent the First Vice Commander’s address of the current term. Carried. The board will send a letter to Brent Lewis thanking him for his service. Also, bylaw and website changes will need to be made, reflecting the address change.
Audit, Marie Wothe & Mike Oliverson- June 6, 2010 – June 6, 2011 all books were found to be in order. In bank $8,656.91 Income $3,847.98 (membership dues) Expenses -$2,275.97 End Balance $10,228.98

Meet Funding Reimbursements – Orofino submitted a special request for Summer Convention reimbursement of $500. Motioned, seconded, carried but they must submit receipts. Hosting units must send in original receipts for reimbursements / auditing purposes. Future funds can be reimbursed up to the following rates, IF FUNDS ARE AVAILABLE, and only WITH RECEIPTS: Winter Membership Meet: $100 cap Summer Convention: $300 cap Fall Trailride: $250 cap Motioned, seconded, carried.
Quartermaster surplus items leftover from the 40th anniversary are available for half cost from Steve Clinkscales. Whatever doesn’t sell after today can be used for future door prizes. JD proposed that a bunch of the ISSAR guys buy the pink hats and pose for pictures. “Real men aren’t afraid to wear pink.” This turned out to be a big success.
ISSAR Raffle, Rick Pruett – About half of the 600 tickets were sold at $5 /each. These funds will put $1,500 back into our accounts. This has been a great success and Rick’s efforts were applauded. Jim would like to put together a committee to carry on future raffles to benefit ISSAR, and Rick Pruett will chair this committee.
Outgoing Commander presentation- Rick Pruett- presented his secretary, Brian Lenz, with a lovely floral arrangement.
