2010 Winter Membership Minutes Feb 27, 2010 Bonners Ferry, ID - Hosted by Boundary County SAR
Commander Rick Pruett called meeting to order. Invocation was given by David Kramer Pledge of Allegiance was led by Tony Funk (Gooding).

Roll call of Counties showed 7 units being represented. Bannock, Boundary, Fremont, Gooding, Kootenai, Salmon/Lemhi, Lincoln, Past State Commanders present: Brett Mackert Moment of silence was held for deceased and/or seriously ill members: Butch Taylor (Franklin) died, Don Stolley who has been ill Also, for those recently affected by last night’s Chili earthquake. Hosting unit remarks –Edith thanked everyone for coming. Rick thanked Boundary Co. for the great meeting & training.
OFFICERS REPORTS: Commander Rick Pruett- Rick attended the National Board Meeting in Salmon; 2 days in Boise attending the Sheriff’s Meeting in December; winter survival training with Idaho Mountain S&R; emails with Volunteers for S&R units; coaching special Olympics; took 8 athletes to Targhee to participate 1st Vice, Jim Gay- attended February’s Sheriff’s Association, operations board & spoke to Wes Collins regarding using our training funds. 2nd Vice, Smokey Gould – thanked Marie Wothe for her work with the scrapbook. Still need Brett Mackert’s info. Secretary, Brian Lenz- Just received the membership info & will have Membership cards for the next meeting. Communications, Burt Bates- spoke about the 700 megahertz system. Putting together some information. Quartermaster/Treasurer, Steve Clinkscales- As of Feb 25th, 19 units (out of 40) have paid their dues so far. Total Training Fund = $7,086.11 General Fund =$ 888.16 Checking $7,974.27
UNIT REPORTS: Bannock, Steve Clinkscales- 0 Boundary, Edith Stolley – first aid, CPR, snowmobiling, mock search, diver training & certification, dog training & certification, GPS training, Winter wilderness survival. Rescues include: Divers inspected a car that had been stolen & underwater for 10 years (with no survivors); body found from heart attack victim; women rescued from river/capsized raft; several call-outs. Fremont, Brett Mackert – several snowmobile searches Gooding, Tony Funk – 3 call outs Kootenai, John ? - 3 searches (2 snowmobile) all on the same night, 100% survival Salmon, Mickey Hendricks – 12 callouts since trailride, ATV accident, assisted with Salmon Marathon, hunter with chest pain, lost hunter, ATV accidents, lost snowmobiler, semi-fire, moved into new building the first of the year Lincoln, Jim Gay- several accidents, a man ran from state police & took off on foot; planning an EMT class
COMMITTEE REPORTS Bylaws- no changes / they are posted online
Web page, Dawn Lenz – will coordinate with the secretary on membership cards. I’ve added new hyperlink pages available on the resource page to list additional information or equipment that doesn’t fit into the categories already listed. You can subscribe to the ISSAR Yahoo Group for additional information that is often shared between members. You can email me any information that you’d like to add to your counties resource page. Remember that the Sheriff’s office must authorize the request for additional search member requests.
Sheriff’s Association, Rick Pruett – The end of this year, the 3 million dollar account that was set up for waterway grant money will go away. Also, starting in 2011, we are losing the fuel tax money (1/10th of 1% of 1 penny) that we were receiving ($36,000/year) for search reimbursement will now go to repair roads. Trying to figure out other alternatives. Contact your local representatives. Brett Mackert proposed that we draft a form letter available on the website that you can send to our representative. Motion passed. Brett will draft this letter & Dawn will post the letter on the website.
Search Reimbursement / Electronic Billing, Brian Lenz- electronic billing is working well; working on an issue with Sheriff’s signature; contact Brian Lenz for information
Legislature, Rick Pruett – George Gunn, in the Boise area, is working on an immunity issue which specifically covers search & rescue operations.
Unfinished Business: Minutes were passed around for review. Marsha Davis motioned to accept minutes as printed, seconded by Burt Bates. Motion carried.
Everett Bogart Award: If you have nominations, get them turned in. Smokey has forms here or it is available on the website.

New Business:
New Application for ISSAR Membership: Adams County Search & Rescue applying to become a member of ISSAR, has been signed off by the Sheriff’s office. Motioned & seconded; carried.
Statewide Urban Search & Rescue Unit, Smokey Gould: Smokey was looking into information about organizing a nationalized rescue unit to help in national emergencies/disasters. Discussion.
Conduct of ISSAR Representatives, Rick Pruett – Rick relayed a complaint from someone who was a victim of road rage from someone who had an ISSAR license plate on their car. Please remember that you are a representative of our organization.
Future Meetings: 2010 National Spring Meeting- April 10-11, Whitehall MT. 2010 ISSAR Summer Convention June 11-13th weekend -Hosted by Bear Lake County. 2010 National Convention June 19 - Hosted by Bountiful, UT. 2010 ISSAR Fall Trailride – Labor Day weekend. Butte and Elmore counties have expressed an interest in hosting. 2011 ISSAR Winter Membership Meeting- open Check the ISSAR webpage for details on these meetings as they become available.
