2010 Annual Convention Membership Minutes June 11, 12, 2010 Montpelier, ID- hosted By Bear Lake County SAR
Commander Rick Pruett called the meeting to order at 09:07 A.M. Invocation was given by Ron Stilwell Pledge of Allegiance was lead by Reid Stewart

Roll call of counties showed 10 counties represented with, Bonneville, Bear Lake, Butte, Franklin, Fremont, Idaho Mountain, Lincoln, Power, Salmon, and Clearwater.
Past State Commanders present: Brett Mackert, Cole Colvin, J.D. Drury, and Gordon Wothe. Past National Commanders present: Ron Stilwell, Reid Stewart, Terry Stewart, Marie Wothe, Sandra Drury, Jerry Colvin, C Lemm, Ot Lemm, JD Drury, Gordon Wothe, and Cole Colvin. Current National officers present: Commander Mike Oliverson, Quartermaster Reid Stewart, Communications Kay Stilwell, Secretary Marie Wothe. Recognized Tom Remmer and his spouse from the 15-90 Montana unit.
A moment of silence was held for Don Stolley who passed away and for Stan Fenn who is ill. Melody Rigby is recovery from an accident.

Officers Reports: Commander Rick Pruett- Since the winter meeting I made a trip back to Bonners Ferry for the funeral of Don Stolley. I have emailed officers and answered emails from people wanting information on becoming members. I have traded Emails with George Gunn on Legislation. I took 14 athletes to Rexburg for the area games. 1st Vice Jim Gay- Discussed issues with radios. I have been in contact with Wes Collins from the sheriffs association. 2nd Vice Smokey Gould -Working on Urban S& R, a unit to travel to different locations. Red Cross offers free training; they also help with food water, etc. Thanked Marie for all her help with the scrapbooks. Communications Burt Bates- I have had 2 inquiries from non-members for the use of ISSAR frequency. I have drafted a use agreement. I have drafted a letter to member units and asked for a radio frequency listing to include frequencies, tones and repeater locations (if applicable) Looking into the possibility of a statewide UHF frequency and some way of interconnecting the VHF and the UHF.
UNIT REPORTS: Bear Lake Co. (Ray Fiske) we have had 10 searches since huckleberry season last year. We have been busy trying to clean up and finish our building. Camp ground duty started Memorial Day and will go thru Labor Day this is contracted thru the forest service. We will be holding our 2nd annual Salmon BBQ on July 24th; we did really well last year and are hoping for a better turnout this year. We will be making a float to put in the parade to advertize our Salmon BBQ. We will also be feeding about 190 young men from the LDS church in July. The high adventures group will be here 3 days and we will be providing meals as a fund raiser. Clearwater Co. (Rick Miller) we had 10 searches including overdue subjects, snowmobile, ATV, with the last being a 5 year old drowning Memorial Day weekend. The unit has acquired a new dive compressor, BC’s; dry suits for underwater communications for the dive team.SAR also acquired a 10KW diesel generator. Dog teams continue to train every Sunday, 2 dogs are cadaver certified. A set of tracks have been purchased for one of the units Rhinos. Franklin Co. (Mike Oliverson) we have had a couple of searches and started our campground patrol. Fremont Co. Lincoln CO. (Jim Gay) since the winter meeting we have had 2 searches for S.U.W.S. Runaways, We responded to several extrication calls. We assisted Blaine Co. with a false call via 911. We coordinated the every 15 minute program at Dietrich school. We assisted at Outlaw Days. Power Co. (Ron Stilwell) since the first of the year we have had 5 searches. First being a rollover where we were searching a marshy area in case other passengers had been thrown from the car. We assisted Bannock Co. for lost snowmobilers. We had an older couple in a minivan get stuck and couldn’t get home. We had a lady that was lost. She is 60 plus years old and hikes a lot. This was the second time we helped Bannock Co. look for her and it was their 3rd time searching for her. She was finally found in Power Co. with severe frost bite. Then we helped a stranded boater out on the reservoir. Coming up on July 10th we will be holding our 22nd annual Salmon BBQ with a silent auction. At the end of July we will be serving breakfast at the POW/MIA awareness rally in Pocatello. We donate all the money back to the veteran’s home and to the organization. They will be having a replica of the Vietnam wall this year and it is 2/3 scale of the original wall. Salmon Co. (Rick Pruett) We were called out to a vehicle rollover and canceled. Responded to an ATV crash involving a 5 year old with broken ribs. On June 5th we were called to help 3 boats that flipped on Middle Fork with3 people missing. Call was canceled and everyone was accounted for. June 7th called to a car in the river ended in fatality. Members are taking First Responder course and 3 members have certified in EMT course. Idaho Mountain (Rod Knopp) we had 29 missions with a total man hours of 2392 Activity Types Hiking 6, snowboarding 1, snow machine 2, hunting 7, Aircraft 1, auto/motorcycle 6, walk away/ alcohol related 1, sledders 1, snowshoer 1, missing persons 2, lost K9 1. K9 training stats: 36 sessions 432 training man hours Tech team 27 sessions 492 hours General SAR training 29 sessions 2, 750 hours Tracking training and practice 984 hours missions 53 hours for a total of 1,037 hours
Committee Reports. Legislature. Rod Knopp went over the new EMS rules that the Legislature is trying to pass. If this passes it will have a wide spread impact. They want licensed EMS providers for assist and recovery. You can find more info on this under senate bill 1391. Google access Idaho, Agency, Health and Welfare, EMS rules. Search Reimbursements: We need to do the search reimbursements for stats purposes, if they don’t have the stats numbers we could lose our funding. If you don’t want to be reimbursed write that across your paper and send it in, they really need the numbers. We need to use the training funds or they will be distributed elsewhere. Unfinished Business: Minutes were passed around to be reviewed. Deloy Braswell made a motion to accept the minutes as printed, seconded by Gordon Wothe. Motion passed. Everett Bogart Award was presented to Reid Stewart for his outstanding service to Search and Rescue.
Future Meetings: Butte Co. has offered to host the Fall Campout at Chadwick Park in Leslie Idaho. Gordon Wothe made a motion to accept seconded by JD Drury. Motion passed. Fremont Co. has offered to host the winter meeting. Gordon Wothe made a motion to accept, seconded by Deloy Braswell. Motion passed. The campout will be held on Labor Day weekend watch for details. Clearwater Co has indicated they would like the2011 summer convention, Labor Day campout 2011 in Power Co. National meetings, Fall meeting: Idaho Falls Oct 1-2 Spring meeting: Beaver Co Utah TBA Recognized Sheriff Brent Bunn whom welcomed everyone to Bear Lake and hope you have a great time.
Elections of officers Results: Commander Rick Pruett 1st Vice, Jim Gay 2Nd Vice, Smokey Gould Secretary, Brian Lenz Treasurer/ Quartermaster, Steve Clinkscale Communications, Burt Bates Secretary Brian Lenz Deloy Braswell made a motion to destroy the ballots, seconded by Burt Bates. Motion carried.
JD asked PSC Rick Pruett to come forward, Rick was presented an outgoing commander plaque. New officers were sworn in by Sheriff Brent Bunn. Congratulations to the new board. Meeting adjourned at 11:36 A.M.
