2010 Fall Trailride Minutes

Commander Rick Pruett called meeting to order at 10:10a.m.

Invocation was given by Ron Stillwell

Roll call of Counties showed 12 units being represented. Adams, Bannock, Bonneville, Butte, Franklin, Fremont, Gooding, Lincoln, Madison, Mini-Cassia, Power, Salmon/Lemhi,

Moment of silence was held for deceased and/or seriously ill members

 

Hosting unit remarks –Deloy hoped everyone had a good time.

Rick thanked Butte Co. for hosting a great meet.

 

OFFICERS REPORTS:

Commander Rick Pruett- Rick has been in touch with the units, working on an in-house raffle, spoken to Rick Miller from Clearwater about next year’s summer convention

1st Vice, Jim Gay- attended a wide scale area SAR training event held in Rexburg. Concerned about current EMS legislation which states “anybody who attends a patient in anyway, must be licensed through EMS”. This will cut the numbers of qualified responders which are available. We are talking to legislatures & encourage you to talk to your sheriff’s about this matter. Jim has a copy of this if you wish to look through it.

2nd Vice, Smokey Gould – thanked Marie Wothe for her efforts with the scrapbook.

Communications, Burt Bates- sent a letter out to counties regarding radio frequencies, still waiting for some counties to reply. Setting up a spreadsheet with current information. We will need to renew our license by 2013 at a cost of ~$200 for narrow band, or update to UHF frequency for ~$600. Burt has certified with homeland security and is now an instructor. Burt gave an update about the 700 megahertz system and brought up several problems with how the system is functioning.

 

UNIT REPORTS:

Adams, Gene Foster – New Meadows & Council, purchased new snowmachines, man tracking class next week. Wed, Life flight training, practicing landing & take off safety.

Bannock, Steve Clinkscales-  no report                                                 

Bonneville, Stan Fenn – 4 atv, 2 motorcycle, 2 people searches. 1 drowning, dog handler, 2 assist, 8 public service, boat inspection, ARA

Butte, Deloy Braswell – 2 parades & state meet

Franklin, JD Drury – patrolling forest service, Preston’s 3 night rodeo, ATV accident, traffic control for a haystack fire, National Guard luncheon

Fremont, Ron Sykes – 10 call outs, 3 boats, 1 drowning at Mesa Falls, missing boy in St. Anthony, suicide attempt at Drummond, lost hiker at Riverside, Lakeside lodge missing person, wandering mule & dog on Green canyon Road. Tyhee creek, hunter not responding but sent out a rescue beacon

Gooding, Tony Funk – drowning, body recovery, rock climber with broken bones

Lemhi/Salmon, Rick Pruett – 4th of July parade, boat races, vehicle rollover/fatality, car in river/extricated driver & 1 month baby in care seat

Lincoln, Jim Gay- several extrications & calls, possible drowning victim, searched for runaway for school for wilderness survival

Power, Ron Stillwell – stranded boat out of gas, boat anchored to a rock. Large scale water search involving 4 male adults drowning leaving 5 kids (ages 2-9) in boat. Assistance from Fort Hall, Bingham, Bonneville, Elmore; as well as offers for additional assistance from Bear Lake & Fremont. Purchased 2 sonar units (marine patrol & SAR), would offer assistance with this service to other counties if needed. Trainings include: GPS, boat operations. Annual Salmon BBQ, fed 1600-1800 people. Annual POW/MIA Breakfast, with the proceeds ($1100) donated toward their organization which provides funeral expenses and veterans homes. A traveling wall replica which is 2/3 of the original wall was set up for this event.

Madison, Robert Wylie – have been organizing their unit, establishing operating parameters, organizing volunteers

Mini-Cassia, Walt Charles – several traffic accidents, 2 fatalities. Provided security for: “Spudman” competition, high school graduation, and the fair. Cassia County donated a boat. Acquired a new side by side. Held a business dinner for supporters of SAR, presented plaques to those businesses.

 

COMMITTEE REPORTS

Bylaws- Jerry has been reviewing & has some changes that she is working on

 

Web page, Dawn Lenz – Resource page is being utilized well, numbers are up.You can email me any information that you’d like to add to your counties resource page.

 

Sheriff’s Liaison– we would like to see representation from the liaison at search events, providing needed contact & feedback

 

Junior Members- Reimplimented, Fremont County has just added 3 new junior members.

 

Legislature– retouched on the EMS issue that Jim mentioned

 

 

Unfinished Business:

Minutes were accepted as printed

 

Everett Bogart Award: If you have nominations, get them turned in. We only have a couple of submissions & we have many deserving people. Forms are available on the website. Deadline is the spring meeting.

 

District Representative Walt Charles wishes to retire. Tony Funk was asked to take over. Chris Scoville from Idaho Mountain has submitted for funds to provide a Man tracking class. Funds are available within the training account, and the units should follow procedure as designated. Receipts required.

 

Audit committee, Mike Oliverson & Marie Wothe – the treasurer’s report was found to be in due form & order. Motioned & passed to accept audit.

Quartermaster supplies, Steve Clinkscales – has sold many ISSAR items this weekend & supplies are on hand & available

 

Low membership funds, Rick Pruett- several counties have dropped membership and/or not paid dues. ISSAR funds are running low. We are going to sponsor a raffle to increase available funds. Raffle tickets are $5/each. Limited quantity of 600. Prizes will be drawn when all 600 tickets are sold. Some Prizes to include: 170 Steel Chainsaw, donated through a local shop. ATV winch, Smokey is working on. Quilt, Kim Gould is putting together a ladies committee.

2011 ISSAR Summer Convention June 9-12th weekend -Hosted by Clearwater County.

2011 ISSAR Fall Trailride – Labor Day weekend. Power County. Natural swimming pool at Indian Springs Resort/RV, American Falls
