2008 Winter Membership Minutes

Commander Brett Mackert called meeting to order at 1900 hours.

Invocation was given by Pastor Bear Harvey (Clearwater).

Pledge of Allegiance was led by Tim Harris (Gooding).

Moment of silence was held for deceased and/or seriously ill members:

Arnold Zimmerman (Latah charter member, Jan 25); Kurt Yenning (Latah charter member, Feb 22);

John Glogly (Salmon pilot, accident @ Salmon airport); Bob Jacobsen (Salmon charter member);

Steve Fawcett (former Fremont member)

Also, for our troops that are serving to protect our country.

 

Brett thanked Clearwater for the great meeting & training.

Hosting unit remarks – Sgt. Miller thanked everyone for coming.

 

OFFICERS REPORTS:

Commander Brett Mackert- Brett has been working on getting reimbursements adjusted. At the 2007 Winter Meet in Montpelier, a committee was appointed which included Brett Mackert, Brent Lewis, & Pete Williams, who came up with new rates.

Brett formulated a letter & sent Rick to the Sherriff’s Association Meeting in Moscow, where it was approved.

Searches prior to December 5th should use the old form; searches after December 5th should use the new form.

The old rates had been established in 1998

Changes:

Mileage                                  .31 to .485

Private vehicle                        $12.50 hr to $15 per hour

Snowmobiles                          $20 to $25 per hour

ATV                                       $12.50 to $25 per hour

Boat                                        $15 to $25 per hour

Dog and handler                     $15 to $25 per hour

Horses                                    $10 to $20 per hour

Diver (actually diving)          $30 to $40 per hour

Meals                                     $ 6.00 to $10.00

Max per search                      $ 4,000 (unchanged)

Max per search cap of $4,000 is unchanged because it requires legislative action to change. But searches over $4,000 can fall under the catastrophic search category and be billed accordingly.

 

1st Vice, Rick Pruett-  In September, Rick traveled to Moscow for Idaho Sheriff’s Association meeting, which Brett covered.

He is working on getting the word out for meetings, but several counties still need to notified.

Involved with the 2008 Winter Invitational for Special Olympics in Sun Valley/ Boise area.

He is currently working on the phone scam, which we will discuss later.

Secretary, Brian Lenz- Membership cards are completed. Brian distributed envelopes to units.

Communications, Jim Gay- Excused, while on safari in Africa.

UNIT REPORTS:

Bannock, Steve Clinkscales-                                                                     

Idaho Mountain,       - 2007 missions include: 29 total missions; 1904 person hours, 12 rescued individuals, 5 technical, 2 recoveries, 2 county assist, 7 aircraft assisted missions. Education: 11 public education presentations with 2200 hours training.

Bonneville, Stan Fenn -  will email report

Clearwater,     - will email report

Fremont, Brian Lenz - We ended 2007 with 29 searches; 5 water, 15 winter, 3 hunter, 6 misc., @ 3,020 search hrs, 62 people & 1 dog, 520hrs training, 1050 hrs fund raising; 4 public service events @ 530 hrs.  So far in 2008, we have had 6 snowmachine searches, 163 hrs, 636 search hrs, 41 people assisted; 2 public service events @ 280 hrs.

Gooding, Tony Funk -We had 1 county assist, life-flighted a snowmobiler outside of our county.

Idaho,   - no report

Kootenai,     - snow assist, 2 vehicles, med assist, 2 overdue hunters

Latah,     - a few searches & public service

Salmon, Rick Pruett - We’ve had 8 extrications; 1 call-out for mine security involving some old dynamite found until Haz-Mat teams could arrive; an ATV rollover with 2 people involved. Also, an airplane crash at the Salmon Airport with 2 fatalities.

 

COMMITTEE REPORTS

Legislative Report- Rick Pruett

Bill 1444, involving Disability & Death Benefits for Emergency Responders, currently working on a wording change. The existing bill covers fire and police department; we want to change it to “Emergency Responders” to cover volunteers and search & rescue members. This would give SAR members some benefits in relation to what you would make on your job, not as a SAR member. Rick has a copy available if anyone wishes to view it.

 

Sheriff Dasenbock commented on an issue that went to the governor, proposing a shift of Search & Rescue from the division of homeland security, division militia/military affairs back to the division of the Sheriff’s Department. No effect of EMS or fire department, just search & rescue.

Bylaws- no changes / no discussion

 

Web page, Dawn Lenz – Since the fall meeting, I’ve developed an ISSAR Resources page on the web. I sent an email to all members of the Yahoo Group, but haven’t had too many replies. Please send a list of your counties resources to complete this page.

Brett commented that this is an attempt to build a relationship with other counties who have equipment or personnel available, and you can pull from them when needed. This can also show who has expertise in certain areas and can be contacted for training purposes. If you would like a special category added, let Dawn know.

 

Dawn continued, stating that she has built all prior meeting minutes (since 2000) into the web, to have this available as another information resource.

Also, Fremont Rescue bought new webpage software, this will also benefit ISSAR. Once she learns how to use it, look for some changes in the website.

 

Unfinished Business:

Minutes were passed around for review. John Davis motioned to accept minutes as printed, seconded by Stan Fenn. Motion carried.

 

Door Prizes were awarded.

 

Zone Training Guidelines -

Brett passed out the old Zone Training Guidelines form, as well as the proposed form that was put together by the assigned committee, consisting of JD Drury, Pete Williams, Cole Colvin, Walt Charles, Brian Lenz, Steve Clinkscales, Brett Mackert.

The form included multiple changes; open for discussion.

 

The goal is to try to be fair to all zone units, inviting all units in a Zone to available training.

Let’s try to get upper level training at State Meets, to benefit the units who bear the expense of traveling to the meet; this can also help boost attendance.  Try to make training courses something that multiple units will need, not just specific to your unit.

This will involve submitting the form to the Zone Leader in a timely fashion, for them to have time to call all units in their district prior to approving or disapproving the form. Zone Leaders will need current contact information for each unit.

Steve Clinkscales added that each zone typically only generates about $250 per year ($1 out of each member’s dues of $2.50 goes toward the training fund).

Registration Fees can also be used to offset/defray costs.

Motion was made to accept new form with changes by G Merrill (Latah). John & Marsha Davis co-seconded the motion. Motion carried unanimously.

 

 

New Business:

Phone Scam – another problem with phone scams is surfacing. A couple of complaints from people around Idaho being asked for donations to ISSAR. We have taken a firm stand, “We will not be involved in phone solicitation”.

This previously happened 3 years ago, name used was “Rusty Shoup”.

Currently using name “John Fallin, 1770 W. State, Boise, phone # (208) 629-8914.

Pete Williams, PSC, law officer in American Falls, has been working with Ada County Sheriff’s Dept. on this matter.

Warnings are currently posted on the web page.

Please call your sheriff’s offices to keep them informed of this scam.

 

Membership Registration – Geoff Billin (Latah) questioned monitoring unit registrations; problems of units only registering a portion of their members vs. registering all unit members.

Discussion about loss of voting benefits; each unit gets a vote for every 10 registered members.

Membership is $2.50 per person, of which $1 goes toward training. Your training zone suffers from not registering all members.

This issue may need to be re-addressed, if abused, in the future.

Brett recently received 2 requests from people wishing to become Latah Co. members. Brett turned these requests over to Geoff.

 

George Gunn, (IMSARU) made the comment that their units training is open to all units. Their calendar of events is available via their newsletter or their website www.imsaru.org . Contact the training officer to obtain location information.

 

Also, George mentioned an available resource techsoup.org . This is a discounted software site that is available to 501c3 units. You must prove your status to take advantage of the discounts.

 

501c3 Status- Steve is required to report units who are not members in good standing by June deadline. Units with individual questions can contact Steve for further information.

 

Joyce Nobel, (Clearwater) made the comment that units should provide a current contact resource person to be informed of available training. Contacts can be submitted to Dawn.

Dawn commented that the Yahoo Group was one available information resource for the people that are enrolled in it, but also she is compiling an electronic roster (XL) with at least 2 active contacts from each unit. This can be shared among Officers/Zone Leaders as unit contact information. Submit your counties contacts.

 

Everett Bogart Award: If you have nominations, get them turned in. The form is available on the website.

 

State Meeting Information – Hosting counties should send their information to Dawn to post on the web, but also should mail a flyer to each ISSAR unit (see ISSAR unit page for addresses).

2008 ISSAR Summer Convention June 13-15 -Hosted by Boundary County.

2008 National Convention June 20-22 - Hosted by Bear Lake Co.
