2007 Winter Membership Minutes

Feb. 24th, 2007

Montpelier, ID - Hosted by Bear Lake Co.

 

Commander Pete Williams called meeting to order at 900 hours.

Invocation was given by Brent Lewis.

Pledge of Allegiance was led by JD Drury.

 

Commander Pete Williams thanked Bear Lake for hosting the meeting and hoped everyone has a good and enjoyable day.

Roll call of Counties showed 10 units being represented.

 

Past State Commanders: Cole Colvin, Brent Lewis and JD Drury. Excused were Gordon Wothe and Stan Fenn.

National Officers and PNC'S: Terry Stewart, Reid Stewart, Craig Bunn, Brent Lewis, JD Drury, Sandra Drury and Jerry Colvin. Excused were John Gornick, Gordon Wothe, and Marie Wothe.

 

Moment of silence was held for deceased and/or seriously ill members: Larry Whittaker (Lincoln), Bob Danks (Bear Lake), Charlie Bower (Latah). Also, for our troops that are serving to protect our country.

 

Hosting unit remarks - Reid Stewart thanked everyone for coming. During break we will be giving tours of our new command unit if you want to take a look.  Sheriff Bunn thanked everyone for coming and hope you have a good time.

Secretary, Sandra Drury- I have got all the membership cards typed that I have received, please pick up your units cards before you leave. I have been in contact with Olivia and Pete about membership issues

Communications, Jim Gay- Nothing to report on communications

Quartermaster/Treasurer, Olivia Giannasi -  I have ordered new quartermaster supplies that will be available at the summer convention. I have ordered new T-shirts, polo shirts, hats and jackets. I am looking into a new design for magnetics. Please look at what I have so we can decide on a new design.

 

UNIT REPORTS:

Bannock, Steve Clinkscales-  We had  3 extrications, 2 searches, 2 bomb scares, and 2 assists.

Bear Lake, Reid Stewart- We have been working on our building. I was elected Commander of our local unit in January. We had several searches right after I took office, for lost snowmobiles and vehicle situations. All searches ended with the victims cold and hypothermic but, fortunately, reunited with their families. We also had several training meetings and certification for first aid.

Bear Lake, Brent Lewis- We have had 4 calls for snowmobile not knowing the area.

Bonner, Olivia Giannasi -I was involved with a joint search with Priest Lake and  Ponderay Co. from the state of Washington. We were searching for a lost hunter.

Bonneville, Cole Colvin-  1 avalanche fatality

Franklin,  JD Drury - Our unit has been doing some training, provided security for traffic control and securing scenes.

Fremont, Brett Mackert- We ended 2006 with 35 searches. So far in 2007, we have had 6 searches; 2 involving avalanches with 1 being a fatality. We are currently working on finding a missing man on the desert. We bought a new river boat; the Bureau of Land management donated the motor. We have bought a lot of outdoor equipment. We replaced all our avalanche beacons with the latest technology, so every member has the same beacon.  We provided communications for the American Dog Derby.

Gooding, Tony Funk-We have had 4 callouts, 1 low angle evac, 2 lost stuck 4 wheel drives, 1 water recovery involving a vehicle.

Lincoln, Jim Gay-  Our unit has had several calls for extrication. Three callouts for run-aways. We got a new toy hauler that we are in the process of setting up. We got a new rescue truck. We are working on getting some hand held radios.

Power, Pete Williams - Since the fall meeting, we have had six callouts. For 2006, we comprised all of our searches. We had 196 miles, 263 man-hours, 71 vehicle hours, 43 equipment hours. 30% of our searches were water related and 70% were land related.  We received a grant from a community foundation and purchased a small John boat and mud buddy motor.

Salmon, Rick Pruett - After the Trailride, we geared up for our dance the following Saturday. That day we got called out on an ATV accident. The passenger was transported by life flight and the driver was ground transported. The next day we were called to a wreck where the driver of the car went missing. After locating the driver, he was transported to the hospital. The next call was for a missing person that was suicidal.  Just as the search was being called off,  a few members made one more sweep and located the person. We were called to search the riverbank for the driver of a motorcycle that went over the bank. We were called to assist an injured man in a drift boat. We were called to search for a lost hunter that was located a few miles from his camp. We logged 344 hours on these searches. We also had seven extraction calls. Two of our unit members completed EMT classes and our entire unit took a refresher course in CPR. We also have six new members.

 

COMMITTEE REPORTS

Bylaws, Jerry Colvin - Jerry read the proposed amendment:

Article XIII - Dissolution of  State Association- Section A: Upon dissolution of this association, an audit of the financial status shall be conducted by a committee of two appointed by the commander. After all bills have been paid, any remaining assets shall be distributed equally to county search and rescue units that are currently members of the Idaho State Search and Rescue Association and the units have 501(c) (3) status of the Internal Revenue Code.

Jerry Colvin moved that we accept the proposed amendment to the Idaho State Search and Rescue bylaws as presented. Floor opened for discussion.  Commander Pete Williams called for a vote on the proposed amendment. Motion carries to accept the proposed amendment.

 

Web page, Dawn Lenz - Please send information to me to be posted on the web. Please e-mail pictures also. I will get pictures of some of the Quartermaster supplies to post on the web.  Pete thanked Dawn for a job well done with the webpage.

 

Search Reimbursement, Brent Mackert - We have not changed the rates since 1998.  Pete made a proposal  have Brett Mackert and Brent Lewis review search rates. These are the proposed changes that will be presented to the Sheriffs Association. Brent made a motion to accept these raises as proposed.  Motion carries.

 

Proposed Changes:

Current rate for mileage      .31 to .485

Private vehicle                      $12.50 hr to $15 per hour

Snowmobiles                         $21 to $25 per hour

ATV                                       $12.50 to $25 per hour

Boat                                        $15 to $25 per hour

Dog and handler                  $15 to $25 per hour

Horses                                   $10 to $20 per hour

Diver (actually diving)       $40 per hour

Meals                                    $ 6.00 to $10.00

Max per search                    $ 4,000 to $5,500

 

It was also suggested that we look at the actual cost of the search; when you are activated and get called off before the actual search begins, you are still incurring expenses.

 

Training Zones - We went over that we have 3 training zones in the state.

Training  Fund, Olivia Giannasi- We have had some issues come up with training funds. We have zone training guidelines set up. We have gone over the amount allowable in some zones. Some of the costs for instructor fees are getting very excessive. I have two others requests for reimbursement on trainings. We need to put a cap on the amounts payable. I would recommend that we put on a cap of about $200 or $300. The intent of the training fund was to bring in instructors and pay the fees for this. Discussion was held on this subject. A committee was set up to look at training funds. The committee is: Steve Clinkscales, Brent Lewis, Olivia Giannasi, Brett Mackert and Pete Williams.

 

Everett Bogart Award: There are a few applications in for the Everett Bogart Award. If you have nominations, get them to someone on the committee. The committee consists of the last 6 recipients of the award.

 

Unfinished Business:

Minutes were passed around for review. JD Drury made a motion to accept minutes as printed, seconded by Rick Pruett. Motion carries.

 

Meeting was recessed until after lunch.

Commander Pete Williams called the meeting back to order.

 

Training Fund Committee - Brent Lewis spoke on behalf of the Training Fund Committee.

Proposal: Each unit applying for training funds is required to have representation from their unit at at least 2 of the 3 meetings in the fiscal year, as required by ISSAR bylaws. Max cap will be decided by the number of counties in the zone divided by money available in zone equals max cap.

Reimbursement requests shall be submitted to the zone representative 30 days prior to or 30 days following training. Providing funds are available, any requests over the max allowable amount shall be reviewed by the ISSAR Board of Directors and membership at the next ISSAR meeting. Each unit is entitled to 1 request per fiscal year (June-June).

This will be voted on at the next meeting.

 

New Business:

National- Please get your unit reports to Cole Colvin for the National log book.

If you have nominations for the Walt Rhodes Award, get them to Craig Bunn as soon as possible.
