Commander Brett Mackert called the meeting to order at 10:00 hrs.

A moment of silence was held for our troops that are serving, as well as anyone else that may be in need of our thoughts at this time.

 

HOSTING UNIT REMARKS

Brett Mackert: “Welcome to Fremont County, we hope you’re enjoying yourselves & got enough to eat. We took 44 people down the river yesterday, and hope everyone had fun & got wet!”  Fremont Co was applauded for the very nice Fall Trailride Weekend.

 

Sheriff Ralph Davis spoke, welcoming everyone to Fremont County.  Sheriff Davis spoke about some of the history & geography of Fremont County, and added his appreciation of Search & Rescue Volunteers, as well as conveyed the thanks of Sheriff Mark Williams of Washington County & Wes Collins of Butte County who asked to pass along their feelings of how grateful they are to Search & Rescue.

 

OFFICERS REPORTS:

Commander, Brett Mackert - Brett is planning to make it to the Sheriff’s Association Meeting in Moscow Sep 16-22 to report on Idaho State Search & Rescue and the search reimbursement increase issue discussed at the Bear Lake Winter Meet. Also, he would like to hear from the committee in charge of converting the Search Reimbursement Forms to a user friendly, computerized form, to check on their progress, but they are not present today.

 

1st Vice Commander, Rick Pruett - Since last meeting, he has attended a man-tracking class hosted by Custer County; has spoken to unit members from Blaine Co., Custer Co. (Stanley area), as well as Idaho Mt. SAR about ISSAR unit involvement.

 

2nd Vice Commander, Tony Funk, - Visited with JD Drury about bringing items regarding the book, and reviewed current postal methods.

 

Secretary, Brian Lenz -

 

Treasurer, Steve Clinkscales- Steve reviewed the balances in the accounts: training fund $3,909.00, general fund $3,148.65, bringing the total available fund balance to $7,057.65. 

 

Quartermaster, Steve - has completed a written inventory, & is finishing up a physical inventory. Steve wishes to purchase 3-4 clear plastic storage boxes to store/protect the current inventory & a jump drive for inventory purposes. He also wishes to hear from members in regard to their wishes for the upcoming “2009 40-year ISSAR Anniversary”, and what items we would like to see/purchase (decals, patches, colors, artwork, ideas, new items, etc.).

 

Communications, Jim Gay- Our licenses are all in order.

 

COMMITTEE REPORTS:

Membership Dues, Stan Fenn - Reporting on what the general membership felt regarding a membership dues increase to cover training fund money availability.  Stan read a letter from Joyce Nobels from Clearwater Co. which stated that membership would be difficult for several counties in their region to afford, if increased. Stan also had a similar letter from Idaho Mountain SAR.

Brett brought up several concerns about how the training funds had been exhausted by one or two units when other neighboring units hadn’t known of available training. Ideally, when training is available, it should be offered to EVERY unit in the district; this needs to be coordinated through the district’s Regional Training Zone Coordinators. This has been overlooked recently and we will need to review appointing Regional Training Zone Coordinators at the upcoming winter meet in Clearwater County. Also, it’s very important that Regional Training Zone Coordinators are present at State Meetings. Current Regional Training Zone Coordinators are listed as Marsha Davis, Deloy Braswell, and Walt Charles. Brett appointed a committee to work on organizing the guidelines for the Regional Training Zone Fund. Walt Charles, Pete Williams, JD Drury, Cole Colvin, and Brett Mackert will participate in this committee. Dawn will post guidelines on the website once they’ve been established.

Gordon Wothe suggested that the Commander send out a bi-monthly “Commander’s Message” update, which addresses various problems/concerns that may arise. Brett ambitiously agreed & asked for current addresses. This should also be posted on the web.

Legislature items / Sheriff’s Association- Sheriff Davis stated that there were some legislation issues developing between Sheriff’s Association and Homeland Security undermining local authority, which are currently being addressed.

UNIT REPORTS:

Bannock, Steve Clinkscales - We've assisted on 10 fires / traffic control / 18 police assists.

Franklin, JD Drury - We’ve been busy with security: 3 day / 3 night “Western Night Rodeo”; provided motocross security; campground security for the Forest Service. We completed a fundraiser golf tournament. We responded to a hiker/scout leader cardiac arrest. Biggest event: assisting on wildfires- leaving little left to burn. Some members helped out on the fire line, evacuating people, & running traffic and road closures. “Cleveland Hills Fire” burned 16,269 acres before it left Franklin County & was later contained.

Fremont, Brett Mackert - We’ve certified 3 new divers, currently total 7 certified divers; bought a new cataraft; 19 searches YTD. Since last meeting, a plane crash report in June, child abduction attempt had us assemble a city aerial photo report, dam body recovery, a family rescue using the new cataraft, & an ATV fire in National Parks; ran Mesa Falls Marathon control. Fundraisers: 2 Demolition Derbies (Aug & Sep). We donated AED’s to the county courthouse and 2 high schools & we plan on continuing to put an AED in all the schools.

Gooding, Tony Funk - Dog search / runaway. Fundraiser: parking @ rodeo fairgrounds; trash cleanup; 3 new mobile radios, 6 new handhelds; donated old radios to the youth unit.

Lincoln, Jim Gay - Since last meeting: 18 accident calls, 3 extrications; 4 juvenile runaway calls at school for urban wilderness survival, using Gooding’s search dogs. Wildfire evacuations for Shoshone, received Sheriff’s commendations (unit & individual).

Mini-Cassia, Walt Charles - at least 4 extrications, one fatality; numerous road blocks; security; dive-team called to assist Twin Falls County.

Power, Pete Williams - Since last meeting: 7 searches: 6 water, 1 land, motorcycle victim. Dive team training;  National Convention in June; Marine Control; Fundraising: July Annual Salmon BBQ, 2300 people ; served breakfast at MIA / POW rally in Pocatello gave $1900 for local veterans home; received a grant from Parks & Rec. for SAR building expansion & construction continues for about the next month.

Salmon, Rick Pruett - 3 extrication calls; 1 search with 1 assist involving a SAR member’s cattle truck being hit by a drunk driver.

Teton, Jeff Battle- classroom & field training monthly; received a $30,000 private grant & $17,000 grant from Homeland Security we have pagers, new repeaters, programmable handheld radios. Other grants & fundraising have afforded new climbing & high angle gear, 2 new trail motorcycles, snowmobiles, ATV’s & trailers. Partnered with private foundations and moving forward to next phase in navigation equipment &mobile command unit.  4 callouts YTD, 1 med assist.

Bonneville, George VanderMeer - 6 searches YTD, 1 drowning ; assist another county; July Fundraiser: “Take Luck Benefit netted about $25,000 with another upcoming fundraiser in a couple of months with Fire Dept. & City of Idaho Falls Police Dept Chili Feed thanks to Stan’s Chili recipe. Received a grant for $5,000 for new Polaris 800 X2 ATV’s; Law enforcement grant through Yamaha for a Rhino; security & medical coverage for 3 night rodeo at Sandy Downs & a fun run race & Fourth of July events.

 

UNFINISHED BUSINESS:

Search Reimbursement- no problems reported.

Resources Webpage - Brett proposed putting together a web page to share county information, to draw from each county’s capabilities and share resources between units (example: rescue divers, when needed). All units should submit their county’s capabilities to Dawn. Also, this could include information to share regarding grant resources/links, which could benefit multiple units. You can include contact or mailing information, forms, or links that could be useful.

Minutes: Walt Charles made a motion to approve Summer Convention minutes as printed; seconded by Stan Fenn. Motion carried.

 

NEW BUSINESS:

Membership Cards - Teton County proposed to discontinue individual ISSAR membership cards. Numerous counties expressed their wishes to continue receiving these cards for discount privileges. To resolve the issue, it was agreed upon to have a checkmark box placed on ISSAR membership registration forms, indicating whether the county would like to receive these membership cards or not.
