2006 Winter Membership Minutes

Feb. 25, 2006

Sandpoint, ID - Hosted by Bonner Co.

 

The meeting was called to order by 1st Vice Commander, Brett Mackert at 1:30 PM

Invocation was given by Phil Kinsler.

The Pledge of Allegiance was lead by  Jim Drake

 

Roll call

Officers present: 1st Vice Brett Mackert, 2nd Vice  Reid Stewart, Communications  Jim Gay, Secretary Sandra Drury. Excused were Commander Pete Williams and  Treasurer/ Quartermaster Olivia Giannasi.

Past State Commanders present were Stan Fenn and JD Drury. Excused were Phil Courtney, Gordon Wothe.

National Officers and PNC’s present were Commander Terry Stewart, 2nd Vice Reid Stewart, JD Drury and Sandra Drury. Excused  were Gordon Wothe, Marie Wothe, and Jerry Colvin.

Roll call of Counties: showed  11 counties being represented.

 

Deceased or seriously ill members: Walt Rhodes passed away.  Warney May and Charlie Bower are both ill. 

Brett also wanted us to recognize our troops that are supporting our country. A moment of silence was held.

 

Hosting Unit Remarks: Jim Drake thanked everyone for coming, it is a privilege to host the winter meeting

 

Officers reports:  

1st Vice, Brett Mackert - We have been working with some legislative things we have been speaking about. Sheriff Dasenbrock will speak of these later.

2nd Vice, Reid Stewart -

Secretary, Sandra Drury -I have been working with Olivia to get current membership. I have all the cards typed  for members that I have received. I applied for grants for the State thru Alcoa .If you are sending in your membership please type them so they can be read, so it will reduce the number of mistakes made when typing up the cards.

Communications, Jim Gay- As far as communications goes, everything looks good.

 

Unit Reports.

Bannock, Charles Buff- We had three rescues and one search for a family from Wisconsin that was lost. We had numerous extrications.

Bear Lake, Reid Stewart - We have had four call outs since our last meeting. One was a body recovery where a gentleman was cutting down a tree and it fell on top of him. Two overdue snowmobilers and one overdue hunter. We are still working on our building. Our commander is working very hard  with homeland security and came through with some money for us to get some new equipment.

Bonner, Jim Drake- We had three searches up at Priest Lake and three here in Bonner. We would like to thank Kootenai Co. for their assistance.

Boundary, Don Stolley-  We had about 8 searches last year.

Fremont, Brett Mackert- Our unit has been quite busy with searches this year and last. With 17 searches this year and 37 last year.

Franklin, JD Drury - We have been fairly quiet. We had one search where three teenagers went out on snow machines to try them out. Two of them did not return. The one that returned went down and got seven of his buddies to locate the two that were lost. Later they called search and rescue. We found the seven buddies all stuck. UHP helicopter was called with the heat seeker and night vision to locate the two still missing. The two were found It was 26 below zero and they had very little equipment because they were just trying the machines out. One had a book of matches with five matches in it. They drained some gas from his machine into his helmet to start a fire. Three hours later they were found. They were brought out and escorted to the waiting ambulance. They were both cold and had hypothermia, but are now doing good. They are very lucky.

Gooding, Tony Funk- We had four callouts We had a lost hiker that was found. We had a dog search for a missing body, and a body recovery.

Idaho, Vicki Dasenbrock- We have had a busy year from plane crashes to drownings. We have had a lot of changes in our unit with new members. Our biggest thing is the Lewis and Clark trail reenactment. One search was a guy fell off a mule and broke both hips. This happened way back in the wilderness. We had to cut a spot for the helicopter to land. While the rescue was landing, someone from another camp came and requested assistance for someone ill in their camp. Then we had  someone from another camp come over and indicated a gentleman had  a heart attack and needed  to get out. Our one search turned into the rescue of three. That's how unpredictable any search can be.

Kootenai, Marv Fenn- Would like to thank our surrounding areas for their assistance and support for aid.

Lincoln, Jim Gay - Our unit has had a quiet winter we have had two searches both for lost hunters, both were found. We also had a couple of automobile extrications. Power Co. We had ten searches for 2005 with a total of 142 man hours, 1029 miles traveled. 55 % of our searches were water related. 20 % were motorcycle accidents. 10% were lost individuals. 5 % were snowmobile related, and 10% were freeway closures due to weather.

Salmon, Rick Pruett- We had ten different searches consisting of an overdue hiker, injured hiker, missing child, overdue hunter, overdue ATV riders, and three swift water rescues. We also had 14 extrication calls. Our unit provided medical for a two day motocross and took place in Salmon Rivers days by helping with the parade, duck race and demo derby. We had six members take a first responder refresher course and two members become First Responders. Looking forward to seeing everyone at the Fall Campout. If you would like to do something special at the Campout let me know and we will try to set it up.

 

Brett brought up that if the units can email the unit reports to the secretary. That way we can have a little more detail in the minutes and know what the other units are doing.

 

A recess was held and door prizes were given out.

 

Committee Reports

Bylaws - will be updated and posted on the web page, if anyone needs a copy the secretary has current copies.

Web Page, Dawn Lenz - I would like any help with pictures of the Everett Bogart Award,  if you have any please send them and I will put them on the web. Also, if you have any pictures of the Past State Commanders. If there is something you want added, just let me know. If you want to send unit reports to Dawn, they can also be put on the web, so the other units know what you are doing.

The plaque for Evelyn is here. It was decided in the board of directors meeting earlier today that we will formalize a letter and send it with the plaque to Evelyn, since she could not attend today. She did a great job with the web page.

Sheriff's Association, Larry Dasenbrock - We  created  a small subcommittee to review some of the Idaho laws and statutes regarding Search and Rescue, and what we can do to help solidify command and control. There are four other sheriffs working on this with me and I will keep you updated as to what is going on with this.

Junior Membership - This has been discussed at several meeting that we try to get some of the junior youth involved in this membership and at the county level. Sheriff Dasenbrock  is going to speak with the other sheriffs in regards to this and see if we can't work thru this and see who is willing to participate.

Search reimbursement - There is a new person to send these to. Sheriff Wes Collins from Butte Co. Make sure when you are submitting forms you are using the most recent form possible. The best place to get this form is off the Idaho Sheriffs Assoc. web site.  We will put a link on ISSAR web site and also post the forms on the our web page.

Everett Bogart Award- The nominations need to be turned in at this meeting. We are going to allow nominations to be sent until the 1st of March. They need to be sent to Pete Williams. There are forms available on the web site if you need one.

 

Unfinished business:

Minutes were passed around earlier for review. Stan Fenn made a motion to accept minutes as printed; seconded by Chuck Buff. Motion passed

County Insurance: If and when you are called out on a search by the sheriff or his designee you are covered under workman's comp. or the county insurance. If you are acting on your own behalf you are not covered under those.

 

New Business:

 

Future meetings

Idaho Co. volunteered to host  the summer convention. Thank you Idaho County

Stan Fenn made a motion to accept Idaho Co. bid for summer convention, Rick Pruett seconded. Motion passed.

Fall Campout will be held in the Salmon area on Labor day weekend.

Bear Lake Co. offered to host the winter meeting. JD Drury made a motion to accept Bear lake Co. as hosts for the winter meeting, seconded by Tony Funk. Motion passed.

National spring meeting will be held in Mesquite NV. March 25th. 

National summer convention will be held in American Falls, Idaho on June 8-11
