2005 Winter Membership Minutes Feb. 19, 2005 American Falls, ID - Hosted by Power Co.
Commander JD Drury called the meeting to order at 1:00 pm, recessed for 4 minutes. Invocation was given by Brett Mackert Flag ceremony was lead by the local American Legion
Roll Call Officers present: Commander JD Drury; 1st Vice Reid Stewart; 2nd Vice Pete Williams; Secretary Sandra Drury. Excused: Phil Courtney, Communications; and Olivia Giannasi, Treasurer/Quartermaster. Roll Call of Counties showed 13 counties represented. Past State Commanders present were Stan Fenn, Walt Charles, Brent Lewis, Dale Crowther. Phil Courtney asked to be excused. National Officers Present: Commander Don Barbaro, Quartermaster Reid Stewart, 1st Vice Terry Stewart, Secretary Sara Barbaro. Don thanked Power Co. for a great training, Don thanked everyone for the cards and phone calls while he was ill. JD introduced Sheriff Jim Jeffries, Deputy Kevin Ostler, and Deputy Pete Williams of Power Co Ryan Kaufman Sheriff of Teton Co. along with reserve Deputy Jason Hammond who is also Commander of Teton Co Deputy. Jan Crowther of Mini Cassia. Sheriff Elaine Savage of Bonner Co. with under Sheriff Charlie Dennis and Deputy Jim Drake.
Hosting unit remarks: Pete Williams thanked everyone for coming and hopes everyone enjoyed their day. "We are here as a team, we are here to do one thing and that is to work together and help save lives, to help people out. Search and Rescue takes a lot of dedication being volunteers, time from family." Pete thanked all those who made the meeting a success.
Officers Reports: Commander, JD Drury -On the state level I have been in contact with a lot of members either by phone or e-mail, I have finally met some of you face to face here, if you have any more concerns feel free to contact me at any time. 1st Vice, Reid Stewart-Since the fall campout, I have been involved in our unit GPS, beacon, avalanche and pistol handling training. I attended a quad county dinner arranged by our unit commander to get better acquainted with our surrounding counties. I spoke with Caribou Co search and rescue commander to encourage their involvement and participation in State and National gathering. I also attended the fall membership meeting for National as Quartermaster in Salmon,, Idaho. I participated in a mock search of 5 avalanche victims coordinated by Portneuf Life flight, Bear Lake Co. EMS, American Search Dogs, and Bear Lake Co. Search and Rescue. Next weekend I will be attending the winter survival weekend hosted by Weber Co. Search and Rescue, in the Ogden, Utah area. My job and family occupy the rest of my days and we are anxiously awaiting the safe return of our son Garrett in mid March. Garrett has been deployed in Baghdad with the Army infantry since last February. Thanks to Power Co. for the great training and hosting this meeting. Secretary, Sandra Drury- I bought 2 new file containers for the files that were in need of replacing. I have all the membership cards made up for the units that sent in dues. As of now we have a little over 900 members in the state. If someone from each unit will get with me today, I will send your cards back to save money on postage; the rest will be mailed when we return home. JD and I applied for a grant last year through Alcoa (where we work). Olivia never received the check so have asked for a new check to be sent out. we have also applied for a grant for this year. The grants that we put in for are $250 each for 50 hours of volunteer service. If we receive both grants, that will total $1,000 for the State Organization. Treasurer, Olivia Giannasi - Excused. Unit Reports: Bear Lake, Brent Lewis - Since the fall meeting we have had nine call outs, they have all been submitted. I would like to thank Sheriff Kaufman, this is the shortest turn around we have had when submitting and getting reimbursement. We had security at the fair, we had an incident at the fair that required jury duty luckily it was settled out of court. We had lost hunters or misplaced vehicles. We also had some snowmobile callouts, luckily we have not had a fatality. We had a couple of summer searches that kept us very busy. I would like to thank Bonneville and Bingham and everyone that came and assisted with the searches. We had an extensive refurbish project that is continuing now. Our big building turned into a shower, all the metal on the roof came loose the screws came out, had to remodel all of that. Finished the rest rooms, finished the base, added an addition to it for the drive thru. Our new piece of equipment will be leaving Canada Monday morning, the Snowbulance, it is a completely enclosed unit for rescue, avalanche rescue, snowmobile rescue. It is heated has high intense lighting in it, completely self contained. Everyone is invited to come and see it when it arrives. Franklin, JD Drury -We have been fairly quiet, we had one recovery for a snowmobile victim who had a heart attack. Fremont, Brett Mackert- We have had 35 call outs since it snowed, 32 actual searches, 4 searches this week alone. We have been very busy. We have one new repeater, a new web site the address is www.fremontrescue.org , take a look at it. We sustained a horrible head-on accident this week and will test out the insurance polices. Vehicle totally damaged the enclosed trailer damage. Thanks Power Co. well done. Idaho, Don McPherson- We reorganized, revitalized. We have approx. 20 members. Looking forward to summer along the Lewis Clark trail, we have acquired some equipment to help patrol and assist since it is in a remote area about 60-70 miles, In Idaho Co it require a permit, at no charge. We have not had many hunter searches this season, most came out on their own. Our sheriff was re-elected, his wife is our secretary of the posse. Mini-Cassia, Rod Draper- Things have been fairly slow this past winter, no searches until this past weekend; turned out to be a 3 day search with some of the searches going 36 hours without sleep. There was 4 snowmobilers lost from Jerome, all were found in fair health. One was taken to the hospital to be checked out. Looking for education and training. Bonner, Jim Drake- Bonner Co has been slow due to lack of snow. Power, Pete Williams- We had 13 call-outs in 2004, our total man hours were 377.21, total member search hours for all searches in 2004 were 578.7, total equipment hours were 346.9. 66% of our searches were water related, 34% were land related. Of our land related searches, 60% were interstate closures due to severe weather. One search was an agency assist to Idaho State Police for traffic control. Out of the 66% water related searches one of the searches was a body recovery due to drowning, 2 were possible suicide attempts. 6 of the water searches were stranded boaters. We have had 2 searches for 2005, one was a snowmobile accident, the other was a traffic closure due to thick fog. Our total man hours for 38.4, 21.4 vehicle, 240 miles, with 5 equipment hours. We are working on 3 grants at the present time 2 for search and rescue, I for the sheriffs department. Salmon, Rick Pruett- Since the fall campout, Salmon has had 14 calls, consisting of extrications at the stock car races, one injured hunter , 4 lost hunters 3 extrications, one river rescue, one lost wood getter and 3 snowmobile calls. 22 members recertified in BLS health provider class. This weekend several members will be riding in the snowmobile clubs fun run and to provide any medical needs. Looking forward to a quiet summer, but it seems we are getting more calls each year in the summer.
Committee Reports: Web Page, Evelyn Courtney- Report sent to commander as we are not able to attend, due to other commitments. Evelyn sent an expense sheet July 2004 thru June 2005 $386.35 She stated, After our obligations are completed in March, we will be heading to Texas, not sure if we will be available for the summer conference. I would like to turn the ISSAR web page over to someone who will be in the state and have time to go to the meetings, take pictures and fully develop the potential of the web site. The hosting thru the Start Logic is paid until 2006. Something we need to keep in mind if someone wants to take over as web master, or knows someone who would like to, let us know. Commander JD complimented Evelyn on the excellent job she has done in keeping our web site top notch. Sheriffs Association, Ryan Kaufman- We had our meetings in Feb. At that time I was assigned to take over as Liaison. We are looking at revamping the form, eliminating some of the duplication, putting it on the web, making it easier to figure out what we are looking for. Sheriff Kaufman talked about the snowmobile bill that is in its third reading in the house. Training funds are basically untouched. If you have trainings, now is the time while there is money in the account. We need to use the funds for what they are for, make sure you get in your requests. I'll try to make every effort to get them cycled through as quickly as possible. JR Membership- This was discussed at the fall meeting with Pete Williams as chairman of the committee, Terry Stewart and Sandra Drury to look into this. JD read over what National has put in their Bylaws. Pete Williams got some information on a web site that he is reading thru. Fremont County already has JR members. Will try to have more information at convention. Scrapbooks, (Norma was excused) Walt Charles - Scrapbooks are up to date. The scrapbooks are by unit, if your unit has no pictures it is because you never sent any. So send what your unit is doing.
10 minute break Commander JD called the meeting back to order, Pete Williams and unit gave out door prizes. Bonner Co was awarded a prize for traveling the most miles.
Training List - The last 2-3 years I have been trying to get a training list together, I have received a few but not a lot, when I get enough together we can get them posted on the web, this will be an excellent way to share knowledge and resources. If you have any training you want or are willing to help with training, let me know.
Electronic Roster - JD talked about the electronic roster, Jeff Battle suggested we put it in a format to be completed online, then sent electronically or printed out and mailed, which would eliminate trying to read hand-written forms.
Old Business Minutes from the fall meeting were passed out for review earlier. Stan Fenn made the motion to accept minutes as printed; seconded by Terry Stewart. Motion was passed to accept minutes as printed.
Future meetings: 2005 Fall Trailride- Labor day weekend tentative. GPS, 4 wheeling places are available. This will actually be in Elmore County, although Gooding & Camas Co. are putting this altogether. 2005 Summer Convention -Fremont put in a bid. Walt Charles moved to accept Fremont as host for the Summer Convention, seconded by Brent Lewis; motion passed. All offices are up for bid at convention in June. If you or someone you know would like to run, let one of the Past State Commanders know. It has been a great experience for me. 2006 Winter Meet- Bonner County submitted a bid. Motion was made by Stan Fenn to accept Bonner Co, seconded by Walt Charles. Motion passed.
Search Reimbursement Forms - A lengthy discussion was held on SOP lead by Brent Lewis and Sheriff Ryan Kaufman. Brent reviewed how to fill out search reimbursement forms. This will be brought up for further review in future meetings.
72-205 Workers Comp., Sheriff Elaine Savage - brought up and talked about the bill 72-205 Workers Comp. Sheriff Kaufman will do some checking into this for our next meeting. It was felt that the majority of the units were included under their own county.
