2005 Summer Convention Minutes

June 19th, 2005

St. Anthony, ID - Hosted by Fremont Co.

 

Commander JD Drury called the meeting to order at 10:15 am.

Invocation was given by JD Drury.

Flag ceremony was lead by Boy Scout Troop Pack 83 of the Grand Teton Council.

 

Roll call

Officers: Commander JD Drury, 1st Vice Reid Stewart, 2nd Vice Pete Williams, Secretary Sandra Drury, Treasurer/QM Olivia Giannasi

Roll Call of Counties:10 counties being represented

Past State Commanders present: Dale Crowther, Gordon Wothe, and Brent Lewis. Excused were Stan Fenn and Cole Colvin.

National officers present: Terry Stewart 1st Vice, Reid Stewart Quartermaster

PNC’S JD Drury, Sandra Drury, Marie Wothe, Gordon Wothe, Jerry Colvin, Brent Lewis, Walt Rhodes. Excused were National commander Don Barbero and  honorary members Ot and C Lemm.

Junior Members present were Dalan Good and Randi Drury.

 

A moment of silence was held for those that have passed away or are ill. Rylee Harris (Caribou); Bill Ashton Sr. (Fremont); Dustin Birch, military; Rowdy, Walt Rhodes companion; and Virginia Bogart who just lost her son.

 

Hosting unit remarks - Brett Mackert thanked everyone for attending and hoped they had a good time with the training.

 

Officers Reports

Commander, JD Drury - We need to get the word out about meetings, going back to snail mail and using the email so everyone can be informed of the upcoming events and meetings. I am still working on the training list to get posted on the web, for units that need training or want  to share their knowledge and skills with other units that need the training.

1st Vice, Reid Stewart - As of the winter meeting, I have attended all of my units training and meetings as well as the National Spring Membership Meeting in Mesquite Nev. I have been doing campground patrol and gearing up for the fair. I attended a 3 hour class in Pocatello, Idaho on the hyperbaric oxygen therapy as a member of our units scuba team. I attended the 3 day winter survival seminar/training hosted by Weber Co. Sheriffs SAR. I certified with my pistol at the sheriff’s range.

2nd Vice, Pete Williams-

Secretary, Sandra Drury - I have all the cards done and sent out. If you have not received yours let me know. All the files have been put in new file containers.

Treasurer/ Quartermaster, Olivia Giannasi - Received grants put in by JD & Sandy from Alcoa. Olivia went over the guidelines for reimbursements, zone training reimbursement is for instructor costs. We need to notify the surrounding units to see if they may be interested in the type of training being offered. If anyone needs a copy of the guidelines get a hold of Olivia or Sandra. All reimbursements need to be accompanied by a receipts. Forms need to be filled out completely to be reimbursed.  Olivia talked about the status of non profit tax exempt. When counties are requesting grants, the problem seems to be giving them the wrong  numbers. Some people are putting on the EIN number instead of the GEN (group exemption number) (4202).  I have deleted a few counties from the 501 c 3. If you have any address changes they need to be given to me so I can let the IRS know. If you have a 501c 3 you still need to be paying sales taxes this does not exempt us from state sales tax. We are having problems with units applying for grants and the IRS is saying we as a state are not current in our 501c 3,that is not correct.  Olivia has been in contact with the IRS and everything is fine for the State Association.. When filling out grants you must give them the group exemption number, not your own EIN number. Being an officer and getting to the meeting is quite expensive sometimes, we need to encourage people to run for office, it was brought up and passed at the last convention to reimburse officers up to $200.00 for expenses with receipts. Olivia made a motion to be reimbursed $303.42 for expenses to attend convention. Jerry Colvin seconded the motion, motion carried to pay Olivia’s Convention expenses.

Communications, Phil Courtney- No report

 

Unit reports:

Bear Lake, Brent Lewis- Our unit has had a slow start for the year with only two searches. One for an injured snowmobile, two riders from out of the county were riding in the Paris Ice Cave area and were not familiar with the area. They were going across the base were the cave is located, the first rider seen the crevasse of the cave but the other did not. He shot into the opening crashing his sled and himself into the cliffs of the cave. We had just received our new rescue ambulance sled. Personnel and equipment responded, medical personnel were taken to the scene and Life Flight was called. The injured snowmobiler was very lucky with scrapes and bruises and a few broken bones. Our second callout was for a missing snowmobiler. He had a cell phone but was disorientated, his machine was buried and he was exhausted. We were dispatched to the canyon area. His son had reported him missing and fog had set in. We were able to locate him and rescue him and his sled. 2 members attended the National meeting in Mesquite and Idaho State meeting in American Falls we had five members in attendance. Purchased new Snowbulance rescue sled and new snowshoes and poles. Three of our members attended Weber Co. Winter training. Nine divers attended special dive and Hypobaric training in Pocatello. Two members attended a 2-day training by Homeland Security on Incident Command and Hazmat. We catered and prepared meals for this training. Five members certified with their pistols for the Sheriff’s department. We started campground security for USFS on Memorial weekend.

Bonneville, Ernest Hill- Our unit is involved in a river search right now for a boy that came missing after he fell in.

Butte, Deloy Braswell- One search for an 84 year old male, logged 26 hours, he was found with hypothermia.

Franklin,  JD Drury-  We had one search for a missing person who was found. Members took first responder course, we started our campground patrol for USFS.

Fremont, Brett Mackert- We have had three snow searches since the last report. We co-sponsored the Fisherman’s Breakfast 5000-6000 people. Last weekend, we did the American Cancer Relay For Life. Busy doing Convention this week. Next week is our demolition derby; we also have one coming up on Aug.20 and another one on Sep. 17 for fund raisers.

Mini-Cassia, Dale Crowther- We've had two searches, one wreck amongst members, dive training certification and a First Responder course.

Lincoln,  Jim Gay- We have had one search for a runaway and three extrications.

Power, Pete Williams- We've had 3 searches since February. Two involved motorcyclist both being transported by Life Flight and Air Idaho. The third was a stranded boater on the reservoir needing to be towed in due to engine failure. We are working on our annual salmon barbecue coming up on July 16th and would like to invite everyone to come and join us. We have done more GPS training with the latest going out on the desert finding caves by using waypoints.

 

Committee Reports:

Bylaws:  There were some errors on the bylaws that were posted.  I made some corrections, mostly just typos. Jerry Colvin proposed to amend bylaws of the principle office of ISSAR ASSOCIATION to be the address of Brent Lewis, seconded by Walt Rhodes.

 

Commander JD Drury called for a 10 min. recess.

Meeting was called back to order.

 

Commander JD Drury called for a vote on the motion to make the principle office address of ISSAR, that of Brent Lewis. Motion passed. Address is 160 N. 1st W. Box 302 Paris, Idaho 83261

 

ISSAR Dissolution - Jerry Colvin asked for ideas of what to do with the money if Idaho State Search and Rescue ever dissolves. Gordon Wothe recommended that the new Commander write a newsletter and ask for suggestions so this can be voted on at the fall meeting.

 

Webpage, Evelyn Courtney - Evelyn would like to step down due to family obligations. A new webmaster will be left up to the new commander.

 

Scrapbooks, Marie Wothe - I have been working on the Idaho PSC book, I have received quite a few. I still new help getting the ones I have not received. If you want pictures in the scrap book please get them to Norma Charles so she can get the scrapbooks up to date. Please write the date and what it is of on the back of your pictures.

 

Junior Members - Pete Williams still looking into what others have for their bylaws. Fremont County has had junior members for quite some time now.

 

Electronic roster -still needs some work on some of the different formats being sent and unable to open. This works really well to be able to just add or delete members and send in the new information without typing a whole new roster.

Convention guidelines need to be set up to help units with future conventions. There is money available to help with training and expenses.

 

Everett Bogart Award - All the applications were reviewed. Brent went over the award, once the person has been submitted it stays in the files for three years, then it can be submitted again. We really need to get applications in. There are a lot of good people out there who are deserving of this award.

The Everett Bogart outstanding member award for 2004-2005 was given to JD Drury. JD thanked everyone for their support.

 

Treasurer/Quartermaster Audit for June 26, 2004 thru June 18, 2005. Books all balance with bank statement. Commendable job. Recommendations were made to help with the books.

1-All checks written need to include the expense.

2-All receipts need to be signed.

3-In the description column of ledger book include complete information, such as unit name with purchase.

4- Inventory sheet for 2005 could not be found. Inventory should be accounted for and dated.

Jerry Colvin made a motion to accept the Treasurers audit report, seconded by Marie Wothe. Motion carried to accept audit report for 2004-2005.

 

Old Business:

Minutes - JD asked if everyone has had a chance to read the last minutes. Brett Mackert indicated that the minutes should have them as having 32 searches not 3, also the Fall Trailride is being hosted by Gooding and Camas Co.  Gordon Wothe made a motion to accept minutes as corrected, seconded by Deloy Braswell. Motion passed to accept minutes as corrected.

Workers Comp bill 72-205 this was brought up at the last meeting. Each unit is covered under the counties workers comp. At this time, the state will not sponsor this bill. If we do they can come and tell us what training you have to have. Sheriff Kaufman is looking into this further.

Training list -I am still trying to get a training list together for those who want training or are willing to give training for those who need it. We really need to share our information and knowledge with those that need it.

 

New Business:

Unit Insurance -I have been in contact with a unit that was having a fund raiser and the county would not cover insurance. Most counties will not cover fund raisers only callouts.  Brent Lewis discussed this. Bear Lake has their own insurance to cover fund raisers and equipment. Members have to be logged in to be covered under workman's comp.

In the bylaws, it states we have four districts in the state and we have a rep. from each district. We have 3 districts for training. We need to get it set up so we have meetings in all 4 districts, that way the meetings are not being held in the same part of the state. If anyone is interested in being a district rep. contact the new commander.

 

Rick Pruett- we had a call in Salmon where a gentleman was lost. The original 911 call came in to Bannock Co. saying the gentleman was lost somewhere on a dirt road in Idaho. I would like to see an alert put out on the web page with the description of the vehicle belonging to the missing person.  Then the other units in the state can keep an eye out for the vehicle. We did find the vehicle this spring. If we had known we could have been on the lookout and maybe enhanced the recovery. Fremont Co. had a similar situation in their county. Somehow they had got a 911 cell phone call that had come from Fremont Co., Wyoming which is in Lander.

 

Future Meetings:

2005 Fall Trailride will be Sep. 2, Labor Day weekend, hosted by Gooding and Camas Co. in Featherville (by Fairfield, Idaho) Information will be posted on the webpage. There are places to fish and ride 4-wheelers.

 

Bonner will host the 2006 Winter Meet, date to be announced.

 

2006 Convention is up for bids.
