2005 Fall Trailride Minutes Sep 4th, 2005 Featherville, ID - Hosted by Gooding & Camas Co.
Commander Pete Williams called the meeting to order at 10:30 A.M. Invocation was given by Ron Stillwell. Pledge of Allegiance was lead by JD Drury
Roll call Officers present: Commander Pete Williams,1St vice Brett Mackert, Communications Jim Gay, Secretary Sandra Drury. Excused were Treasurer/Quartermaster Olivia Giannasi, and 2nd Vice Reid Stewart. Roll call of counties: showed 11 counties being represented and 80 members in attendance. Past State commanders present were Cole Colvin, Stan Fenn, JD Drury, Tim Williams, with Gordon Wothe excused. National officers present were Kelly Kolton, Quartermaster. PNC’s present were Walt Rhodes, JD Drury, Sandra Drury, and Cole Colvin, excused was Jerry Colvin, Gordon Wothe, Marie Wothe and Brent Lewis.
Deceased or ill members: Past State Commander Willis Weichel (Bonneville); Dorothy Wilson, wife of John Wilson (Salmon). A moment of silence was held for these members and also the military personnel for our fight against terrorism.
Tony Funk from the hosting unit thanked everyone for coming and hoped everyone was having a good time.
Officer’s reports: 1st Vice, Brett Mackert - Communications, Jim Gay - Still waiting to get information from Phil, he is still in Texas, license is up to date. Secretary, Sandra Drury - I have been in contact with Pete and Olivia about units still paying dues, trying to get the rest of the membership cards done.
Unit reports: Bingham, Larry Herres We have had 3 searches and are training divers. Bonneville, Stan Fenn Butte, Tim Williams 1 search, a person wrecked his truck and called in and was not sure where he was. Fremont, Brett Mackert 18 searches since the 1st of January, also had 3 fundraisers. Replaced one enclosed snowmobile trailer due to a wreck. Franklin, JD Drury We held a golf tournament fundraiser and are doing campground for USFS. Provided security for our 3-night rodeo. Gooding, Tony Funk We had 1 search for lost hikers, 2 searches for runaways, and preparing for fall campout. We have 8 new members. Lincoln, Jim Gay We had 4 searches, 3 for runaways, 1 for a runaway who overdosed before running into the desert, 3 auto extrications and we received a grant for a Polaris 6 wheel ATV. Power, Pete Williams Since June meeting, we have had 3 searches. We held our annual salmon barbeque, it was a huge success. We served 1209 people and the weather was perfect. We raised a lot of money and have ordered another snow ambulance for our unit. We have had occasions of having snow in the mountains and ATV and motorcycles in the desert. This will allow us to have one set up on skis and the other set up with a wheel kit. Our unit held a field-training day on July 23 consisting of water rescue, use of jet boats, jet skis, and use of backboards. The scenario was set up with victims that were in a boating accident and had to be placed upon a backboard while in the water. We learned a lot about how to retrieve and treat the patient in the water. For those of you who are fortunate enough to have water in your area, including recreational facilities you should try having this training. It is not as easy as you think to put a patient on a backboard while in the water. We are looking into updating our four-wheelers and our jet boat. Our current jet boat is 20 years old and needs to be updated. Four of our members attended the Idaho convention hosted by Fremont Co. and would like to extend a thank you to Brett Mackert and their unit for a wonderful time. Three of our members attended the National convention held in Anaconda, Montana. We would like to extend a thank you to Ot and "C" Lemm and their unit for a great convention and a wonderful time. At the convention one of our unit members, Kelly Kolton was elected as Quartermaster for National. I believe that Kelly will serve National well. All had a fun time. The marshmallow guns were a killer and the best of all was the toilet paper capers. At the National convention our unit put in a bid for the 2006 National convention. We hope to see a huge turn out for the convention. Our goal is to make it the biggest and most attended convention that has been held. Salmon, Rick Pruett To date Salmon has had 9 extrications with three fatalities, one tractor rollover with a fatality. We rescued 22 scouts and leaders that were lost and dehydrated. One lost child, one lost 4-wheeler and an injured hiker. We took part in the car show, 4th of July parade, duck race, and demo derby.
Committee Reports: Bylaws: nothing at this time, Jerry Colvin asked to be excused. Web page: In regards to the page, Dawn Lenz from Fremont Co. has accepted to take over the web page. She has been in contact with Evelyn. She presently is putting together a new format for the web page. She wants to have ideas of what you want to see on the web page. Pete thanked Dawn for taking on this task. Dawn is currently doing Fremont Co. web page and has done an impressing job. Stan commented on the excellent job Evelyn Courtney has done on the web page for the past years, she has worked hard and made it what it is today. Stan Fenn made a motion to reward Evelyn a plaque for her services as web master for ISSAR. Rick Pruett seconded the motion; motion passed. Pete will take care of the plaque. Jr. members, Brett Mackert - At our last meeting, we discussed having Jr. members and getting those involved at the state level. Fremont Co. has had Jr. members for about fifteen years. I have sent all the information we use, bylaws, expectations, etc. to Pete. We discussed this as a board this morning and decided that at the State meeting in Bonner Co. Any units that would like to become involved with Jr. membership program we are going to try to have a special meeting. Search reimbursement forms -need to be sent to Ryan Kaufman some are still being sent to Lincoln Co. to Steve Southwick, who is no longer the representative. The address for Ryan Kaufman is listed on the Idaho Sheriffs Association website.
Unfinished business: IRS 501c3 -Olivia sent the following. In regards to the 501c3 I have contacted the IRS. The IRS is fixing the suspension of the group exemption. This was an error on IRS not ISSAR. Counties should have no more problems with grants, etc. 501c3 status is good for all subordinates and parent. Just a reminder, just because a county has non-profit tax-exempt status does not exempt them from paying sales tax. If we do not, we must apply for a resale license at the Idaho State Tax Commission. District representatives: There still seems to be some confusion on the districts. Our bylaws state that we have four districts in the state and we have a rep. from each district. Stan stated that there were only three. There was discussion on this it was decided to bring this up again at the winter meeting in Bonner Co. If anyone is interested in being a district rep. contact Commander Pete Williams. We have three training districts in the state. Everett Bogart Award: In June, JD Drury was given the award. Past recipient Walt Rhodes presented JD with his plaque. JD thanked everyone for the honor of being presented this award. There are a lot of qualified deserving people of this award. Please send in your applications for nominations. The application stays on file for three years. Minutes Minutes were reviewed from summer convention. Stan Fenn made a motion to accept minutes as printed, JD Drury seconded. Motion passed to accept minutes.
New Business: Questions were asked about radio frequency changes in the next three years. Jim Gay said that we are about ten years out in changing the frequency in the state.
Future meetings: Bonner Co. will host the 2006 winter meeting, no date as of yet. Summer convention meeting is up for bids if anyone is interested in hosting. Something will also be posted on the web. Salmon will host 2006 State Fall Trailride campout.
National upcoming meetings: Fall meeting Sept 24 in Rock Springs, Wyoming. March meeting will be held in Mesquite Nevada. Summer convention in American Falls Idaho, hosted by Power Co. June 8,9,10,11.
Charlie Bower talked about all the advancements made in communication. How fortunate we are to have the radios and GPS. "When I was doing search and rescue we had compass and maps. It took a lot of time to get word to someone way out in the mountains that we no longer needed to search."
