2003 Fall Trailride Minutes

Island Park, ID - Hosted by Fremont Co.

 

The meeting was called to order by 1st Vice Commander, Walt Rhodes at 9:30. 

Recessed at 9:31 by Walt Rhodes.

Meeting called back to order by Commander JD Drury at 10:10.

 

Invocation was given by Larry Rutt.

Pledge of Allegiance was led by Gordon Wothe.

 

Roll Call

Officers - all officers present, with the exception of Olivia Giannasi being excused.

Counties- 11 counties being represented

Past State Commanders present- Phil Courtney, Dale Crowther, Stan Fenn, and Gordon Wothe. Brent Lewis was excused.

It was brought up at this time, that Cole Colvin be recognized as a Past State Commander for his help in organizing the State. In 1960, National Jeep Association appointed Cole as a liaison to help organize the State.

 

National  Officers present were Mike Oliverson, National Treasurer.

Past National Commanders present were JD Drury, Cole Colvin, Gordon Wothe, Marie Wothe, Walt Rhodes, Ot Lemm, "C' Lemm, and Sandra Drury.

Honorary Members, Ot and C Lemm were present. Glen & Jean Carter were excused.

Guests present: Sheriff Steve Southwick, Bill Lynn Executive Director of Idaho Sheriff and Deputies Jim Gay and Jan Crowther.

 

A moment of silence was held for deceased or seriously ill members; Sheriff Cary Vanetten (Arco), who passed away last week.

Also, Walt Rhodes who is undergoing health problems.

 

Hosting Unit Remarks- Brett Mackert thanked everyone for coming and gave prizes for geo training and participating.

Thanks to Fremont County for their great hosting and all of their support.

 

Officers Report

Commander, JD Drury - Since convention, I called Jerry Colvin and asked her to be our bylaws chairperson, she has accepted. Evelyn Courtney will continue on as web site chair person, she is doing an excellent job with the website. Lots of communication with others throughout the state and made a few calls to Alaska. Been fairly busy with our local unit, one call out being a recovery from a drowning, campground patrol, 3 night rodeo security and also our county fair security. We attended the Utah convention. Set up cave rescue for our unit training, also set up a GPS rally. Have not received any more information about training requests so we can get training available put on the website. If you have any training needs, get them to me.

 

1st Vice, Walt Rhodes - No requests for training fund, been in contact with JD. If you need training funds to put on training get a hold of Olivia for training fund. Cleaned up the flag poles, refinished and polished. Bear Lake has been quiet, one call out for an overdue 4-wheeler who showed up about the time they got to the mountain, did security at the fair and still working on our building and did clean-up at Bloomington Lake.

 

2nd Vice, Rick Pruett - Been playing phone tag, trying to get contacts for each county. Would like to get a phone number contact listed on the web page for each unit. Thanked Evelyn for her excellent help and information that she posts on the web page. Salmon has been busy, 10 call outs since last meeting. We were also informed by the forest service that they will no longer use their helicopters to retrieve injured firefighters; they will rely on search and rescue to get them out. Took part in Salmon River days, demolition derby, duck race. Have seven divers taking an advanced dive class this weekend, upgrading radio system.

 

Communications, Phil Courtney - Contacted Marsha, State association radio license set up as automatic renewal, expires June 30, 2004. Frequency # 155-2650. Thanked Fremont County for excellent meal and being excellent hosts.

 

Secretary, Sandra Drury - Has gone through the secretary files, they need updating, received more from Dale that Norma sent down. Communicated with others throughout the state, attended Utah State Convention and helped set up GPS training for our local unit.

 

Treasurer / Quartermaster, Olivia Giannasi - Olivia was excused. There is $6,801.17 in the State account.

 

Unit Reports - none

 

Committee Reports-

Sheriff's Association, Steve Southwick - Money is in the funds, they have had cutbacks and trying to get caught up on reimbursements. Money is available in the catastrophic fund. We need to used the newest forms for actual costs of searches. Only can be reimbursed for personal vehicle use (not county equipment). Can also include pay a person missed for lost work time. Use the internet for current forms and fill out completely or they will be returned. Sheriff Southwick thanked everyone for what they do for search and rescue.

Training page contains some of the training other units are doing or are interested in doing. Commander thanked Evelyn for a job well done, we have an excellent website.

 

Bylaws, Jerry Colvin - Jerry reports on how JD contacted her after convention and asked her to go through and update our bylaws, they have not been looked at since 2001. She reviewed them and sent the proposed revisions out to the commanders of each unit in the state and 14 past state commanders and the 6 state officers. They have been slightly revised since I sent them out. I have more copies if needed. There have been comments that we cannot vote on the proposed changes without 30 days notice, as required by our state bylaws. The way we can vote is to have them presented during the first of this meeting, postpone them to a definite time, have a recess, then be called back to order. We will discuss them at that time and have a vote of the majority, this does not have to be 2/3 vote. You need to keep a committee report so we can know what the expenses are. Jerry has spent $97.08 on phone calls & postage. Commander JD suggested reimbursement for these expenses. Phil Courtney moved to accept; seconded by Rick Pruett. Motion carried. Paper work will be sent to the treasurer for reimbursement.

Bylaws change proposals were presented by Jerry Colvin. Proposed changes were discussed. A motion was made by Jerry Colvin to consider the changes to the bylaws individually and not as a whole. Walt Rhodes 2nd the motion. Concerns that 30 days notice was not given to change the bylaws. Motion is to consider the adoption of the amendments to the bylaws separately after being presented to the membership in whole. Commander called for a vote in favor of this motion. Motion passed to consider each amendment separately. Jerry made a motion to postpone any more discussion until after recess, 2nd by Walt Rhodes.

 

Recessed at 11:40 for 30 minutes break.

 

Meeting was called back to order at 12:10. Jerry Colvin called for orders of the day to bring the proposed amendments of the bylaws back to the floor. After some discussion on the bylaw changes, Sheriff Southwick moved to table bylaw changes until the next meeting. Ron Korn 2nd the motion; motion carried.

Any suggestions about the bylaw changes call be emailed to Jerry Colvin at rescue@if.rnci.net . Commander JD thanked Jerry for all the work she put into the bylaws.

 

Other Committees - Commander brought up if there was a need for any other committees (pistol, first aid). Stan Fenn commented that a few years ago, we tried to get away from doing everything the same, let the units be creative, make their own decisions. Maybe we could just have guidelines available for the hosting unit.


Audit of Treasurer's Report done by Jerry Lemm- National Commander, Shay Faulkner- National Secretary, Rick Pruett- 2nd Vice-Idaho State. The audit was found to be accurate and in good order. It was recommended for future audits that it would aid in the accuracy and interpretations of transactions if the treasurer had available all appropriate bank statements and deposit records at the time of the audit. This information could then be cross referenced with the ISSAR books and compared for a more accurate reflection of the state financial status. We would like to commend Ms. Giannasi on a job well done. Jerry Colvin moved to accept the audit report, 2nd by Walt Rhodes, called for vote to accept, motion carried.

Unfinished business:

Minutes - Entertained a motion to accept the minutes of summer convention, Gordon moved to accept the minutes, Stan Fenn seconded. Accepted Minutes as printed.

 

FRS radios in the search and rescue, Elmore County posts signs that is you are lost, you can use a certain channel and get help. It was decided, at this time, that the State would not do this because of legal issues. It should be left up to each individual unit whether they will accept the liability. GMRS radios can go approximately 7 miles, it is illegal to us GMRS without a license. You must purchase a license for $75.00 .

 

Rick Pruett would like a contact person from each unit so he can get information the the units.

 

Future Meetings

 

Kootenai Counsel still interested in hosting winter meeting. Evelyn Courtney moved that we accept Kootenai Counsel. Jerry Colvin seconded. Motion passed. It will be held the later part of February or the first part of March.

 

Bonneville County will take Summer Convention, if no one else wants it.

 

Trailride still open. Evelyn will ask Nez Perce about hosting the Trailride.
