2003 Summer Convention Minutes June 21st, 2003 Hosted by Boundary Co
The meeting was called to order by Commander Dale Crowther at 1350 Pledge of Allegiance was led by J.D. Drury, Franklin Co Invocation was given by Walt Charles, Mini-Cassia
Roll call : 12 counties represented with one excused All State Officers were present Sheriff George Voyles from Boundary, Sheriff Bill Tharp from Benewah, Chief Deputy Bryan Dickenson, Bonner Co. A moment of silence was held for: John Wilson, past ISSAR 1st Vice (Salmon), Paul Davis (Bonner), Pete Stuck (Idaho Co.), Ken Payne (Caribou)
Officers Reports: 1st-Vice, JD Drury - Attended Nat’l SAR Conference in Montpelier & had a good time. He was retained as first aid chairman. J.D. put a request on the ISSAR web page for units to send him a list of training that their unit has or would want to have so he can compile the list so other units can help train or receive training. Units can send it to him at jddrury@juno.com and when he gets enough together for a list he will forward everything to the web page for everyone to have access to it.
2nd Vice, Walt Rhodes - Attended National SAR Conference in Montpelier. He has a card for Wenda Lewis & asked everyone to sign it.
Secretary, Norma Charles - Thanked all the friendly people of Boundary County for the great convention and this was a great spot to have it!
Treasurer/ Quartermaster, Olivia Giannasi - There are a number of raffles we have and need to sell tickets. She discussed the expenses officers incur to come to the ISSAR three meetings. Dareld Hazeltine made the motion to take receipts and see what expenses are for the year. Jim-Lincoln County 2nded; it passed. Treasurer Report: Current balance is $5,291.44. Training fund: $2,183 of which Zone 1 is now $180 in the hole. Zone 2 has $1,367 and Zone 3 has $1,003 available. There are 38 units in the State Association; 936 members have paid their dues. Grand total is $7,474. Proposed budget calls for $4500. Forms for reimbursement are on the internet.
Unit Reports: Franklin- Since March meeting, local unit has had no calls; just training and mtgs.
Salmon- Since Memorial Day, they have had 6 call outs. Three involving 4-wheelers, two river rescues, a mine rescue. 2 fatalities.
Jerry Lemm-Nat. Commander: Nothing to report. Just happy to be here & finally found the camp.
Committee Reports: Everett Bogart Awards - were given to Charlie Bowers and to Salmon Unit in memory of John Wilson.
Webpage, Evelyn Courtney - there have been 1295 hits on the site lately. She tries to keep it updated. If we send news items to Evelyn, she can put it on the web site for other units’ information.
Legislative Report, Walt Charles (Mini-Cassia) - reported that the money is still coming in from boat registration, off road vehicle etc. They request the units to get their application in within 60 days of the last day of a search. They want the units to put on the report their actual cost of the search so they can go to the legislature and show them what the actual cost was. Be sure to send them to: ISA Search & Rescue Committee, c/o Sheriff Stephen Southwick, 111 West B Street, Suite S, Shoshone, ID 83352. All current forms are on the web at http://home.rmci.net/lincolnsheriff. There are also copies, as well as, the link on the ISSAR web page. Sheriff Voyles of Boundary Co. reported for Steve that the ISA appreciates SAR.
Changes to ID 46-1009 (6) The sheriff of each county shall: (a) be the official responsible for coordination (changed to command) of all search and rescue operations within his jurisdiction: (b) prepare and keep current a plan to make use of the S & R capability & resources available within the county. (1975). Added were exemptions that existed in other portions of Idaho Code. 1. The sheriff is not responsible for S & R within a city. 2. Aircraft searches are the responsibility of Idaho Department of Transportation. 3. Fire Departments that are capable of doing rescues may do rescues within their fire districts.
Audit Committee: Rick Pruitt, Jerry Lemm, and Stan Fenn.
Zone Reps: Zone 3, Walt Charles- no one has applied for reimbursement.
Unfinished Business: Minutes - passed out and approved. Motion made by Charlie Bowers and seconded by Warney May.
New Business: Warney May was honored with a plaque for having been the State Communications Officer for many years.
Everett Bogart Award- After discussion of possibly changing the name of "The Everett Bogart Award", it was put into a motion by Charlie Bowers and seconded by Walt Rhodes to leave the award as is. Motion passed
Search Reimbursements - A new page has been added to the form. If you do not use the new form and fill out the 5th page (actual cost of search), the request will be returned to you for correction or completion. Search fund condition as of 28 March, 2003:
Non-reimbursement: submit forms for statistical purposes. If we want to have any chance of getting more money, we must have accurate records of all searches, and actual costs of all searches. Sheriff Voyles said that the 5 northern counties meet monthly and discuss some of our problems. If we need something we can count on any of the other counties.

Future Meetings: Fall Trail Ride- Labor Day weekend in Fremont County. Bret Mackert said they will have a treasure hunt with GPS and 3-4 places to find.
