2001 Fall Trailride Minutes Sept. 2, 2001 Willow Flat Campground, ID - Hosted by Franklin Co
Commander Dale Crowther (Mini-Cassia), called the meeting to order at 0900 on Sept. 2, 2001 in the Willow Flat Campground Brent Lewis (PSC & PNC) gave the invocation 1st Vice, John Wilson (Salmon) led the Pledge of Allegiance
Roll call Officers: Commander Dale Crowther, 1St Vice John Wilson, 2nd Vice Walt Rhodes, Secretary Norma Charles. Officer’s reports: 2nd Vice, Walt Rhodes - He attended the Montana State Convention. Bear Lake helped with a drowning. He also tried to contact Caribou County to come back to the State Association. No contact with Lost River.
Treasurer, Olivia Bailey - No report, as Olivia was excused for being on fire watch.
Communications, Marsha Davis - She would like to institute some of Everett Bogart's communication, which he started, on the web. Like information from members of the state. It was suggested that Marsha contact Dave Ferguson and Brent Lewis to help with setting up the webpage. It was suggested to have a section on training on the webpage. Also, the State has a simplex. She wants to get a duplex for the State so everybody could have access to it. (She has the blessings from State). Stan F made the motion, Gordon W seconded, to have Marsha proceed to get the duplex frequency. Motion passed. Idaho will mean a lot more to her & John.
Units Present: Bear Lake, Bonneville, Butte, Franklin, Kootenai, Mini-Cassia, Salmon
Committees: Everett Bogart Award was brought up. There was lengthy discussion. The award was based on the "Mike Wilkinson" Award from Utah. Virgil Valentine has resigned from the committee. Marie Wothe read some of the fact findings that she had. The original committee members were Deloy Braswell, Virgil Valentine, Marie Wothe. In 1996, Marie and 4 members of SAR met and Marie asked to have Gordon take her place on the committee. There should be 3 appointed members and the present Commander (of each year) and 3 rotating (which are the last recipients of the award) on the committee. The application for the award should be sent out after the fall meeting or by January of the next year and the award could be voted on at the Winter Board Meeting. Brent Lewis was nominated to be Chairman of the committee by Gordon Wothe and JD Drury seconded. To check on the guidelines for the award. Motion passed. Marie Wothe mentioned that Utah carries over the nominees that weren't picked for three years. Bruce Anderson said incoming commander can change the chairman of each committee if they want to. (There is no lifetime committee). It was stated that the committee should consist of the last 3 recipients, (which were Brent Lewis, Deloy Braswell, Warney May) and three permanent. Stan Fenn made motion and Dave Ferguson seconded to have the State Association have the opportunity to look at the guidelines. Marsha Davis made the motion to appoint three members and the last recipients' to be on the committee. Dave Ferguson seconded. Motion passed. The application for the nomination could go out with the minutes of the fall meeting, by the Commander and Secretary. Deloy Braswell was thanked for getting the plaques. Jim's Trophy Room in Idaho Falls have the design. Gordon Wothe said to let Virginia Bogart know who the recipient is for each year.

Zone Reps- Zone 1 Rep, Marsha Davis - said that all the education fund was spent on the bloodhound managing search operation. Zone 2 Rep, Deloy Braswell - had no report. Zone 3, Rod Knopp - was absent.
John Wilson said that Zone 1 has used up their money. Zones 2 & 3 still have their monies. After discussion, Stan Fenn made the motion that if a unit wasn't going to use the monies in the training fund in their zone, to let other units use it. Going back as far as 2 years. After 2 years (from right now) to offer the monies to other zones. The units need to be notified. Zone leaders need to communicate with their units. Brent Lewis seconded the motion; motion passed. Ott Lemm mentioned that Montana would use the unused money for training if we wanted to send it. John Davis mentioned there is possibly a problem with the zone leader in the west zone; Walt Charles was put in that position instead of Rod Knopp. Brett Lewis said everybody is missing the boat if they don't put in for a grant. Legislative Report, Walt Charles - There are changes in numbers in the fund. Some units have been waiting to be reimbursed. Committee is out of funds, but will start later this year. Brent Lewis said that the gal in Boise, is out for four months medical leave. Four are on vacations. Check sent in on the money match 65/35 per search. Monies are starting to come in.
Unfinished Business: Minutes - Gordon Wothe made motion to approve minutes, as corrected for spelling; seconded by DeLoy Braswell. The motion passed, with Stan Fenn opposed.
New Business: Equipment - Stan Fenn has the copy machine and it needs a new cartridge. (He mentioned a $70 storage fee?)
Newsletter Advertising - Gordon Wothe said the National Roster would like to have ads in it; possibly contact some businesses in your area. Minimum donation for 1/4 page is $35. 1/2 page is $70. Full page is $140. Send them to Terry Stewart. Also he said that Salmon is having a raffle, he has some tickets.
Roster/ Directory - George Dunn & Evelyn Courtney have volunteered to do paperwork and have units send them back in, at time of unit roster. Also Stan F & Marsha D to do a resource directory.
Trailride Information - JD Drury said that his unit grossed $400 on the poker run, so they only want $90 toward the campground. Special thanks was given to JD & Sandra, Mike & Rachelle for all of their great work for this weekend. JD said the only problem was that if he could make it rain when he needed it, he'd be rich. The forest service was very good to us. We could stay till noon tomorrow. They were to plant cutthroats in the creek. We could see some of the wildlife (moose) and even the ones on the four-wheelers. Franklin County members were thanked for the great time that we all had!
John Davis said that Bonner County started a unit in Priest Lake
2002 Olympics - Commander Crowther reminded everyone that the 2002 Olympics will affect most of southern Idaho. The skiers will be practicing in our local skiing areas (Pomerelle, Sun Valley).
Lewis & Clark Centennial is in 2 years. A lot of impact around Salmon and Montana area. Gordon Wothe said this year the visitors have doubled already. The actual years were 1804 & 05 in Mandan and 1805 & 06 in Astoria.
National paper, Jean Carter, Editor - Would take training or anything about the members, to put in the paper.
Marsha Davis said Coeur d'Alene is having a body search the 3rd weekend in March.
Utah Convention is in Mesquite, NV on 11/11/01
National meeting is in Montpelier on Sep. 15, hosted by Bear Lake. $10 per person. Will have side angle rescue, sonar, and a cowboy poet.
2002 ISSAR Convention - hosted by Elmore County in Pine, ID (close to Anderson Ranch Dam) possibly in June after the lodgings is finished being constructed. Jim Nolan is in charge. We'll have more information by winter meeting.
2002 Fall Trailride- hosted by Salmon. Labor Day Weekend.
