2000 Summer Convention Minutes June 10, 2000 Troy, ID - Hosted by Latah Co.
Meeting was called to order by Commander Stan Fenn at 1410.
Roll call Officers present: Commander Stan Fenn, 2nd Vice Dale Crowther, Secretary Jerry Colvin, Treasurer/QM Olivia Bailey and Communications Warney May. Excused: 1st Vice Brett Mackert PSC's: Stan Fenn, Walt Charles, Gordon Wothe, Brent Lewis, Pete Stuck PNC's: Ot Lemm, Brent Lewis, Gordon Wothe & Jerry Colvin National Officers: Commander "C" Lemm, Secretary Marie Wothe and Executive Secretary Jerry Colvin.
Units present: Bear Lake, Bonner, Bonneville, Butte, Elmore, Idaho, Kootenai, Latah, Mini-Cassia, Salmon
Officer’s reports: 2nd Vice, Dale Crowther - Reported that there are 1052 paid members and seven units haven't paid their 2000 dues. Discussion was held on clarification of member-at-large and honorary member classifications. Will be discussed under new business.
Treasurer/QM, Olivia Bailey - gave a report on obtaining Idaho State S&R license plates. She needs some input on why we need more funds. No decision was made. Olivia presented a proposed budget; budget will be voted on at the fall meeting.
Zone Reps: Western Rep, Walt Charles: stated that the bill increasing the S&R fund had passed. Eastern Rep, Deloy Braswell: stated that there hadn't been much communication although he had received a call from Salmon. Northern Rep, Marsha Davis: asked the status of the list of training. Their unit held a mock search in May involving 16 hours and it had been great training but hadn't heard on any other training. Was the training going to be put in the National Paper and in a newsletter from the State? John Davis moved, and it was seconded, that guidelines be developed by the training committee and presented at the next state meeting for approval. Motion passed. Committee appointed was John and Marsha Davis, Chair, Deloy Braswell and Rod Knopp.
Committee Reports: Everett Bogart Award - Deloy Braswell explained the Everett Bogart Award for Idaho S&R Member of the Year. The committee had received four applications. The Award would be presented at the banquet. The committee this year was Deloy, Virgil Valentine. Marie Wothe, Jerry Colvin and the present Commander.
The Audit Committee -reported that the Treasurer's/QM books were in good order. Jerry Colvin moved to accept the recommendation of the Audit Committee. Motion passed. The committee was comprised of Marie Wothe, Chair; Jerry Colvin; and "C" Lemm.
Unfinished business: Minutes of March 18, 2000 were approved as printed.
Tank Traps - National Commander "C" Lemm reported on the progress of the tank traps that are being placed on National Forest Lands. Need all S&R units to send letters to their representatives regarding this matter.
New Business: Convention Guidelines - Discussion was held on changing the procedures for the Convention. Units need some defined guidelines on hosting this meeting. Walt Charles was appointed Chair of this committee with Marsha Davis and Phil Courtney.
Member at Large -There is presently no designation in the bylaws on MAL. We have members with this designation; they pay dues of $7.50 and have no vote. Committee appointed to research this item are: Jerry Colvin, Chair; Deloy Braswell, Brent Lewis and Olivia Bailey.

* The Treasurer/ QM had served the term stated in the Idaho S&R bylaws. Being as no one ran for this position, by unanimous vote, the Executive Board appointed Olivia Bailey to serve as Treasurer/ QM until the position could be filled. Bob Howard moved, seconded, that the ballots be destroyed. Motion passed.
Future Meetings: September 2000 Trailride - will be held over the Labor Day weekend at the warming hut east of Mack's Inn. More information will be mailed out by Fremont S&R.
2001 Convention - Pete Stuck moved, seconded, that District 1 host the 2001 Convention. Motion passed. Marsha Davis will obtain the additional information and get it to the members.
