2002 Winter Membership Minutes March 15, 2002 Coeur d'Alene, ID - Hosted by Kootenai Co.
Commander Dale Crowther (Mini-Cassia) called the meeting to order at 1300 John Wilson (Salmon) led the Pledge of Allegiance
Commander Crowther welcomed all.
Roll call Showed 39 Members present, 1 Sheriff, 2 Deputies, 1 Liaison, & 1 Guest Past State Commanders present: Stan Fenn (Bonneville), Phil Courtney (Bonner), Walt Charles (Mini-Cassia) Jerry Colvin (past secretary of National), Sheriff Larry Dasenbrock (Idaho Co.), Deputy Jan Crowther (Minidoka) Brent Lewis & Walt Rhodes (Bear Lake) were excused.
A moment of silence was taken for deceased members: Jim Johnson (Kootenai), Roland Holly (Charter Member of Latah Co.)
Officer’s reports: 1st Vice, Walt Rhodes - Excused, because of illness.
2nd Vice, John Wilson - The only unit that has submitted the cost for training is Zone 1.
Secretary, Norma Charles - Thanked Kootenai County for a good meeting.
Treasurer, Olivia Giannasi - There was $9,000 in the fund. Expenses were $4,594.07 and deposits of $2,723.87, leaving a balance of $7,143.80 . In the Training Fund: $2,541. Zone 1 is almost depleted, From now on the report for the training fund will be attached to the financial report. If the zones don't use their funds for training, you will lose them. So use them! The State Fund has $4,600.
Communications, Marsha Davis - Trying to get a mobile repeater for the State. The application is in the works. The FCC said they would wave the fee. If she can track down the State Frequency Coordinator, he won't charge. She has copies of the state frequency license if we need one for our records. The other goal she has is to put some links on the website to buy things. We would like to keep the money local. So if you have a radio person who wants to sell radios and batteries to other SAR members because we all don't have a local radio guy that will work with us. She will give us some names & numbers of people. If anyone else has some she would like to have them. She has a number for the Motorola dealer from Bear Lake.

Committee Reports: Webpage, Evelyn Courtney - Asked if the web page was helpful? It has been up and running since the end of June 2001. She has gotten quite a bit from several of us and none at all from others. Most of the pictures that are on there are the ones she has taken. If we have a web page, she would link your page to ours. Bonneville and Idaho counties and several others have been linked to it. The member only page, that doesn't require a password, has the state forms and RS and CBS format and perhaps we can put the bylaws on it so that any unit, any time, can pull it up. She wondered if the the $400+ is worth the web page, as she is going to have to pay for the ISSAR.org domain name before the June meeting. Stan mentioned that we should give Evelyn a round of applause, as it is a big job to keep this web page. Anyone can see that communications is one of the best tools of the state association. It is the up and coming answer and part of the solution. Evelyn has started a calendar page, which has training at least for Zone 1. She would put any information that the units or officers want to put on the calendar. She maintains her anti-virus pretty good. It was made into a motion by Stan Fenn (Bonneville) to continue with the expense of this web page. John Davis (Kootenai) seconded; motion passed.
Everett Bogart Committee: Since the Franklin County meeting, Commander Crowther has appointed an Everett Bogart Award Committee. Brent Lewis was unable to attend so Jerry Colvin (Bonneville) was standing in for Brent, who is the Chairman of the Awards Committee. After checking with all the other members of the Award Committee, she has worked up a procedure that might save a lot of discussion if we went ahead and adopted a standard procedure, which has been changed ever since it was started seven years ago. So she set up a procedure to select the Everett Bogart Memorial Award Committee, and also how to select the awardee.
Procedure for selecting the Everett Bogart Memorial Award Committee: Members of the committee will be members of the Idaho State Search & Rescue Association. There will be seven members on the committee. The presiding Commander and the immediate past 6 award recipients. The senior recipient of the six would leave the committee being replaced by the newest recipient. The members will elect the chair of the award committee Completed paperwork will reside with the Idaho State Search & Rescue Association Secretary for continuing reference, and copies will be retained in the State Commanders files. The presiding chair will send out the nomination forms to each unit in the State of Idaho by January 15th of each year. The award will be given at the Idaho State Convention.
Selecting the Everett Bogart Awardee 1- This award shall be presented yearly to a member of the Idaho State Search & Rescue Association. The member/ members in the judgment of their peers has excelled in furthering the professional development as a volunteer in search & Rescue in the State of Idaho and in our local unit. 2- Nominees shall be full members of the Idaho State Search & Rescue Association. Members may be nominated by any person having knowledge of service by the member which would set them above that standard set by the association for their membership. The nomination shall be for continuing outstanding service resulting in the promotion of the growth of the Idaho State Association and their local unit. Generally nomination shall be submitted to the member's Search & Rescue Commander, who with the approval of the nominee's Sheriff, should forward the nomination/nominations to the award committee. 3- The award committee will accept nominations from any source with or without such approval. 4- Nominations for the Everett Bogart Memorial service award should be made on the nominations form and 6 copies made of the form. If made by a unit, the original should be kept by the nominating unit secretary. Otherwise the nominating member will keep the original and a copy will be sent to each award committee member. 5- Recipients can only receive the award once. 6- The nomination form should be in the hands of the award committee by March 1st. of each calendar year and no later than the spring meeting. 7- A list of the recipients will be maintained each year in the minutes of the Idaho Sate Search & Rescue Association.
After discussion, it was made a motion by Marsha Davis; seconded by Phil Courtney, to accept the guidelines for the Everett Bogart Committee. Passed. It is in effect as of today. This will be voted on at the convention to be put in the bylaws as a standing committee.
Zone Training: Olivia explained the applications & guidelines for the zone training fund. There are 3 zones in the state. A unit needs to contact the zone rep and submit for the funds. The unit will be reimbursed, not the person. Expenses can be for the instructor/member. It was designed to bring the instructor to the zone. Itemized receipts should accompany the request. It's important to know the history of this fund. These reimbursements have to be approved by the Zone Rep and the State 1st Vice.
Zone Report: Walt Charles, Zone 3: He is going to contact Idaho Mountain Rescue, who is having a tracking seminar to see if they are interested in some of the zone funds. Also Gooding County is having GPS instructions. The State Convention is in our zone and it's all set for June. Deloy Braswell, Zone 2: Absent Marsha Davis, Zone 1: This is a busy zone. We're doing the 40 hour search management class the first weekend in April. Three people per county. Latah County is putting on a US Track Awareness class- $145, April 13, a 3 day class. May 17th is the Washington State Search & Rescue Conference near Vancouver, WA, but in the year 2003, we'll be hosting it in Spokane County. $55 usually includes all your meals & camping fees. June 6-9, Latah County is hosting a K9 missing person class. The base fee is $235 for a four day class and being held at the U of I.
Legislation: Walt Charles said there is no legislation that is pending right now. Presently most of our funds are depleted and they are paying as the money comes in. The funds per year is about $60,000, but is divided into 4 different categories: Reimbursement, Cost Sharing, Training, & Catastrophic Stan mentioned that legislation just went through that is you do a rescue in "Out of Bounds area (posted Wilderness areas), they can charge up to $4000 for being out of bounds (ski areas).
Unfinished business: Minutes were corrected (Bonner Co. started a unit in Priest Lake, not Clark Fork). Motion to approve as corrected by Walt Charles (Mini-Cassia); seconded by John Davis (Kootenai). Motion passed.
PSC Name Badges - Commander Crowther passed out PSC name badges to: Stan Fenn for 1999, Phil Courtney for 2000, Walt for 1996-1997. Brent Lewis was absent.
New Business: A recorder was bought by Walt Charles to be used as the state recorder.
Marsha Davis won the '53 Willis from the Franklin County Trailride last fall.
Future meetings: 2002 Summer Convention -Elmore Co.- Mountain Home. Early registration will start on Friday evening June 14th at the Elks Lodge with no host hour. Saturday morning 7-8 is registration. 9-10 is a welcome. 10-12 is training. 12-1:30 is no host lunch. Saturday afternoon there will be a pistol shoot & driving events. Social hour is from 6-7 pm, no host bar. 7-9pm is the banquet. Registration fee will be $15 per person. Sunday there will be the State Business Meeting.
2002 Fall Trailride- John Wilson said Salmon is hosting & it is still in the planning stage, possibly Labor Day Weekend.
2003 Winter Meet - Mini-Cassia will host.
2003 Convention - to be held by Boundary County.
Mini-Cassia mentioned that they are celebrating their 30th Anniversary party on May 4th and wanted to invite everyone to come on down. They are making a couple of quilts to raffle and having food to eat and showing their equipment to the public. Our building is by the Burley Airport. From 11am to 6pm.
The National Search & Rescue Member Meeting will be in Mesquite, NV - March 23rd.
Jerry Colvin mentioned that we should put some of these events in the National paper.
