2001 Winter Membership Minutes

March 10th, 2001

Hosted by Bonneville Co.

 

Phil Courtney, Commander, called the meeting to order at 1325.

Walt Charles gave the Invocation.

JD Drury led the Pledge of Allegiance.

 

Phil thanked Bonneville County SAR for their hospitality, food, training, and fellowship.

 

Roll call

Olivia Bailey and John & Marsha Davis had asked to be excused because of death in the family.

PSC's: Walt Charles & Stan Fenn. Brent Lewis also asked to be excused as his father is celebrating his 80th birthday.

National Officers: Sandra Drury, Commander; JD Drury, Secretary; Terry Stewart, Treasurer; Jerry Colvin, Exec. Secretary.

PNC's: JD Drury, Brent Lewis, Ot Lemm, C Lemm, Jerry Colvin, and Walt Rhodes.

Guests: Sheriff Steve Southwick, Chairman of Sheriff's Association Search & Rescue Committee; Sgt. Troy Culley from the Inmate Labor Program of the Idaho Dept. of Corrections; Debbie Shields, Operations Coordinator; Sgt. Steve Schmeichel of St. Anthony; and Jerry Lemm, Electrical Instructor.

 

A moment of silence was held for Drew Sayers, one of the founders of Salmon SAR; and for Dorothy Saunders and Josephine Boyles of Bonner SAR.

 

Officer’s reports:

1st Vice, Dale Crowther - stated that he would like to see more use of the training funds.

 

2nd Vice, John Wilson- reported that there were some units in the state that have not paid their dues. He has been in contact with Teton and that they were in the process as is Caribou.

 

Secretary, Evelyn Courtney - asked that members, who have not done so, to please provide their email addresses so that they may be included in the list serv. Stan thanked Evelyn for her work in setting up the ISSAR group and the web page.

 

Treasurer, Olivia Bailey - Evelyn gave the treasurer's report in Olivia's absence. She reported a balance of $8,280.04 as of 3/10/01. Total deposits were $3,598.33 and expenses were $1,614.97.

 

Communications, Warney May -  reported that there were new FCC rules and that our license is due in 2004. He announced that State EMS Week is May 13-19th.

 

Units present: Bear Lake, Bonner, Bonneville, Boundary, Butte, Clark, Elmore, Franklin, Fremont, Idaho County, Idaho Mountain, Latah, Lincoln, Mini-Cassia, Nez Perce, Salmon, St. Joe Valley, Valley

 

Committee Reports: 

Bylaws: Jerry Colvin - proposed change, which would add a membership category with full voting & membership privileges, Member-at-Large (M-a-L).

Member at Large- upon payment of annual dues, any person who has been a member in good standing of a search and rescue patrol or posse within the State Association but has dropped from the unit due to their own volition, may be eligible for membership in the Idaho State Search and Rescue Association. Their membership must be approved by the members at a meeting and they shall be entitled to all privileges of a regular member. Their uniform shall retain their own identity. Members-at-Large shall come under the 2nd Vice Commander.

Dennis Krasowski read a letter from Salmon Search & Rescue in which they stated the need for voting members to be active members of a local unit. Walt Rhodes spoke against voting for M-a-L. JD spoke for full privileges for M-a-L. Evelyn stated that more amendments would be required to the bylaws if Member-at-Large were added. She read from the current bylaws that stated ISSAR is an association of organizations (not individuals). Deloy moved and Jerry Colvin seconded the motion that M-a-L cannot hold state elected offices, but could vote; the motion was defeated. Phil stated that there were some valuable members who have paid dues for M-a-L that he would hate to see dissociated and would entertain a motion that they be considered "Associate Members in Good Standing". Charlie moved and Pete seconded that M-a-L be Associate Members. The motion passed.

 

Everett Bogart Committee: Deloy stated that the Everett Bogart Committee needs more nominations for the award. He also stated that the committee would be meeting immediately after the general session.

 

Unfinished business:

Minutes - Warney May moved, and Eric Thomas seconded, that minutes of the September 20, 2000 meeting be approved.

 

Search Reimbursements - Brett and Sheriff Southwick presented the new allowances for reimbursements, training funds and catastrophic searches. One unit can apply for training funds but they prefer to see units come together for training; must be signed by the sheriff. When training funds reach $20,000 it is rolled over into catastrophic searches. When catastrophic funds are there they will be distributed out on a prorated basis for those submitted. Sheriff Southwick stated that the SAR committee is working on additional funding, perhaps $1.00 for licenses on ATV, snowmobiles, boats, etc. When turning in reimbursements, do not count time vehicle is sitting. However idling for a purpose (i.e., a command bus), could be reimbursed some but not full amount.

 

Walt Charles reported on SAR funds from July 1 - Jan 31; took in $61,714, expended $73,519, which left a balance of $33,007.

Walt Charles read suggestions for meetings that were presented at the fall meeting. He moved that they be approved; Deloy seconded the motion and it carried.

 

New Business:

Phil announced that Bonner County SAR was hosting a bloodhound school that was also open to other breeds as well as individuals without dogs. Training and registration information was available at the head table after the meeting.

 

Phil stated that the Bureau of Disaster Services was developing a Search & Rescue Management course and that it was to be conducted in Boise, April of 2002.

 

Ron Knopp announced training: ICS in SAR Environment, May 19-20; Field Exercise Working with Civil Air Patrol & others, June 9-10 in Boise. He also discussed the use of inmate labor project. Brett talked about the project in Fremont County.

 

Carl Bailey, Civil Air Patrol, spoke on air support for SAR and disaster relief.

 

Dave Ferguson announced "Water Workout for Dogs" which will be held the 4th weekend in June. If interested, contact Dave Ferguson- Bonneville SAR.

Future Meetings:

Sandy reported that National Membership Meet was being held March 17.

The Convention will be held May 31 - June 3rd in Sanpete County, UT.

 

JD reported on plans for the Fall Trailride, Aug. 30- Sep.3rd.

 

 

A motion for adjournment was made, seconded, and approved at 1520.
